Thursday's marathon session ended with an agreement between the Socialist and Democratic Parties, who combined their votes and approved the 6 changes to the Assembly's regulations, with 100 votes in favor and only 1 vote against from Redi Muçi.
The Socialists withdrew the proposal that any draft law requested by the European Union be reviewed within a week through an accelerated procedure. The agreement reached stipulates that integration laws will be passed through the Assembly through a normal procedure, except in cases where the government requests it with a reasoned request.
The Socialists had proposed completely avoiding reporting in plenary sessions by independent institutions. The parties have agreed that these institutions mentioned in the constitution will continue to report to parliamentary committees that draft a draft resolution, which is then passed to the "Xhafaj" Commission.
The SP withdrew from halving the discussion time in the plenary session to five minutes and the discussion time will continue to be 10 minutes. The changes provide for parliamentary control through the intervention of the Speaker of the Assembly in cases where institutions do not respond to MPs' requests for information.
Another change relates to the duration of plenary sessions. At the request of a parliamentary group leader, the plenary session should be suspended at 22:00 and resumed the following day. Another opposition request was also accepted, that disciplinary measures be automatically suspended if they are appealed to the Assembly Bureau.
