A strong debate has surrounded the last session in the Assembly between MP Erion Braçe and the Minister of Infrastructure and Energy, Enea Karakaçi, regarding the alarming environmental situation in Tirana, river pollution and the multi-year delay of projects for the treatment of polluted waters.
Brace warned of a serious deterioration of the situation with rising temperatures during the summer months.
"Tirana is entering the week and months where the smell stinks... Polluted waters, as UKT informs me through this letter, flow into the rivers of Tirana, universally acknowledged, into the Lana and the Tirana River, and probably also into the Erze," declared Braçe, citing an official letter from the Tirana Water and Sewerage Authority.
The MP harshly criticized the pace of urban development in the capital, emphasizing that the underground infrastructure is not keeping pace with massive new construction.
He raised major questions about where the wastewater from new developing areas, such as Neighborhood No. 13 and New Boulevard, will be discharged.
"No new volume meters are being added to the network, no water treatment plant has been built to accompany the new construction," he said.
For his part, Minister Enea Karakaçi acknowledged the vital importance of this investment, but explained that the project has suffered extraordinary delays due to failure and serious problems with contractors.
He announced that it is a loan agreement with the Japan Bank for International Cooperation, worth around 61 million euros.
The project in question envisages the construction of a large wastewater treatment plant in Kashar, with a capacity of over 94 thousand cubic meters per day, as well as two main collectors: one with a length of 4.2 km from the Palace of Arrows to the plant and another from the Shkoza Bridge to the Palace of Arrows to manage the discharges of the Lana River.
The minister revealed that the contract, which began before 2016, was unilaterally terminated following audits by his department.
"Implementation began before 2016 with a deadline of 36 months, but after some serious problems the deadline was extended by 52 months... That same year the contract was unilaterally terminated by the contracting authority after an audit by the Ministry of Infrastructure.
"The Ministry has taken measures to revitalize the contract. We are currently at the stage where the consultant has completed the project review and has drafted the new technical project. The start of the competitive procedure is expected very soon," Karakaçi promised.
