Marathon session begins in the Parliament, the 2026 draft budget and fiscal package will be reviewed in principle

The Assembly will begin a two-day parliamentary session today at 10:00. On Wednesday and Thursday, the Assembly will approve in principle the draft budget and fiscal package for 2026.

"Fiscal Peace", the forgiveness of arrears for hundreds of businesses, has been opposed by the opposition, arguing that it arrived late in the Assembly and there has not been enough time for an in-depth review. Democrats requested at the conference of mayors that they be given time to familiarize themselves with the fiscal package, which was introduced for discussion in committees just 24 hours before the plenary session.

The 2026 draft budget, worth 8.8 billion euros, is accompanied by eight draft laws, which passed through committees under an accelerated procedure. The eight draft laws will be discussed in principle by MPs today.

On the agenda are: 

Draft law "On some amendments and additions to law no. 9920, dated 19.5.2008, "On tax procedures in the Republic of Albania", as amended. (Review in principle)
Draft law "On some amendments to law no. 92/2014 "On value added tax in the Republic of Albania". (Review in principle)
Draft law "On some amendments and additions to law no. 29, dated 30.3.2023, "On income tax". (Review in principle)
Draft law "On some additions to law no. 9632, dated 30.10.2006, "On the local tax system", as amended. (Review in principle)
Draft law "On the invoice and the circulation monitoring system", as amended. (Review in principle)
Draft law "On the fiscal peace agreement". (Review in principle)
Draft law "On the revaluation of immovable property". (Review in principle)
Draft law "On the cancellation, extinguishment and payment of tax liabilities to the central tax administration and of liabilities payable to customs". (Review in principle)
