Fewer taxes and more free initiative, this is what Sali Berisha promised during the presentation of the Democratic Party's economic program for the May 11 elections. The democratic leader promised that the emergency situation that the country is in, according to him, will be responded to with urgency, while also guaranteeing legal security for foreign investments.
"We will free Albanian citizens and businesses from the terrible burden of taxes, from the black hand of the state which extends into every process and act of their activity, seeking to plunder and rob them."
Alongside economic experts, Berisha also promised legal certainty so that foreign investors can invest in Albania.
"We will do everything to provide legal certainty to this country, today there is no justice system. Today a civil case takes 15 years, this is the greatest punishment. Today foreign investors cannot invest in Albania, they cannot invest."
Agriculture and farmers will also have an important place in the focus of the democratic program.
"We will take every measure to ensure that Albanians return to their country, so that their investments succeed. We will do everything to ensure that Albanian farmers become competitors with other countries. We will promote production and processing in this sector that employs half of Albanians."
In his speech, the chief democrat stated that, upon coming to power, the DP government will conduct a full audit of Edi Rama's 12 years of government to discover where 64 billion euros from the government budget have gone.
"Of course their control is not total, it is partial, a template with a model. But a complete control, where did 64 billion euros of this government's budgets go, at a time when Albanians receive the lowest salaries and pensions, are leaving Albania en masse, poverty has reached 41% of children, and 51% of young people," he said.
Speech by the leader of the Democratic Party, Sali Berisha:
First, we stand on guaranteeing individual freedoms, their free initiative, and the empowerment of the individual and the family.
We will do everything to balance the fiscal burden with real opportunities. We believe that money in citizens' pockets is more useful than in government accounts.
This principle, proclaimed by Ronald Reagan and perhaps others before him, is and will remain a guiding principle for us.
We believe that government is the problem, and with that in mind, we will do everything we can to ensure that government is not the problem of business and citizens. Business first.
But if you lay out today's economy, it is based on two pillars, construction and tourism.
But tourism in Albania is a punishing development for citizens as a whole.
Why is it punitive?
This tourism costs Albanian citizens, with the investments made with their taxes for tourist resorts, 230 euros per citizen. Meanwhile, in their coffers, taxes from tourism collect a total of 8 million euros VAT. Why is this? Because the nights spent in Albania, for 10 million tourists, are 6 million nights spent, in Montenegro for 6 million tourists are 16.8 million nights spent.
Meanwhile, every year from the state budget, if you take investments, 430 million euros are invested in the infrastructure of strategic investors, who do not pay taxes for 10 years.
Let's take the other construction sector.
Tirana, normally, should be the dream of all Albanians for a good life, to become prominent, to make their contribution to the capital of the country. But here there is not a single person with a salary, young or not, but also others who can dream of buying an apartment. You can buy it much cheaper in Brussels, Vienna and other cities abroad, than you can buy it in Tirana.
Of course, construction will have its place, but the government will cut off the channels of drug trafficking and drug money with the scissors of the law. Because these indeed provide towers, but they provide towers forbidden to citizens.
We will do everything to promote production, small entrepreneurship, to promote startups and advanced technologies. Deep digitalization, bitcoin, blockchain, should be the innovations of Albania's development.
Today you know, bitcoin is only associated with the name of Amant Josifi and Edi Rama. No longer, bitcoin will be associated with the name of every young person, every investor, every citizen. Of course guaranteed and regulated by law.
I will say one thing. I have worked my whole life for my dreams, which are projects, daydreams.
I never announced them, but I know they won't come true, and I have full confidence in the excellent experts we have, and in others who are willing to join us.
Of course, these are ideas, but of course we will test them and they will become reality soon.
I guarantee Albanians that the change in this country will be of a level that they may not even imagine. This is a country with extraordinary potential.
We will conduct a full audit, but let's not forget we are a party of small governments.
When we left, we left behind an administration of 87,000 employees, today it is a mammoth of 220,000 employees, all of this on the shoulders of Albanian business, of Albanian businessmen.
A full check will be carried out.
But I want to emphasize one thing, to be honest. The Supreme State Audit Office has extremely responsible audits. Under extraordinary pressure, but those brave people, have managed to identify with documents abuse at least as much as the entire pension fund in 1 year's budget.
Of course, their control is not total, it is partial, a template with a model. But a complete control, where did 64 billion euros of this government's budgets go, at a time when Albanians receive the lowest salaries and pensions, are massively leaving Albania, poverty has reached 41% of children, 51% of young people.
Meanwhile, public works, road segments spread over 12 years at prices 10-15 times higher than Croatia's prices.
Of course, there will be a full audit of all this abuse, unprecedented in the history of Albania.
Enver Hoxha, as Albanians know, turned 35% of the state budget into bunkers and tunnels. Edi Rama has disappeared without a trace over 30% of the state budget. Disappeared, according to the acts of the Supreme Audit Office. So the audit is a necessary condition.
In the fight against informality, tax reduction is a very good incentive for business, and we have proven that it has a very positive impact on the formalization of the economy.
