The Albanian Parliament convened today for a plenary session, where the agenda includes the approval of the minutes of the session dated September 24, 2025.
The chairman of the SP parliamentary group, Taulant Balla, today requested respect for the Assembly's Rules of Procedure and the cessation of discussions outside the agenda, emphasizing that the session cannot begin with a debate on the minutes.
"I took the floor at the session and, based on the minutes, I recall that I requested compliance with Article 44, point 2, of the Rules of Procedure.
I quote that the session begins with the approval of the minutes and after approval, the floor is given only to deputies who seek to propose corrections or clarify their opinion." We have been listening for over 20 minutes to discussants who have not provided any information about their 'historic' speech a few days ago. For the first time, a precedent is happening that has never happened before.
There were no discussions of this nature on the agenda – such discussions take place after the agenda is approved.

During the session, DP MP Flamur Noka spoke in strong tones against Parliament Speaker Niko Peleshi, emphasizing that they will not allow Albanians to remain without information on the government's program.
"It doesn't happen in any country in the world that citizens don't know the government's program. What are you going to do? " said Noka.
He addressed Pelesh directly with the words: " You are not a prompter to interfere with every MP."
"It's the second session since this legislature began that you are mocking this Assembly and mocking Albanians. Albanians cannot sit in front of the screen and watch the astonishing, 5-minute sessions that you hold, just to say that there is a session, while they are waiting for the prime minister to speak about the government's program.
