Berisha accuses Rama: With the new draft law, he is destroying constitutional
Sali Berisha

Opposition leader Sali Berisha has accused Prime Minister Edi Rama of aiming to destroy constitutional institutions and concentrate power in his own hands through the new draft law on state administration.

In a press conference, Berisha stressed that the legal changes foresee the inclusion of the armed forces, public universities and diplomatic missions in the state administration, placing them under the direct control of the prime minister.

"The scope of action for higher education institutions is a division between the Council of Ministers, the President of the Republic and the boards. The scope of action among the armed forces is a division between the Chief of General Staff, the President of the Republic and the Prime Minister. If you take and cunningly insert these into the law on state administration, but which have the Prime Minister of the country as their master, you actually annihilate these as constitutional institutions and take attributes that the Constitution does not recognize, but that this does not have to take the military police and lead them to block a television in an unconstitutional act. In an absolute unconstitutional misuse of the armed forces. But there is a president who, for his deeds and his misfortunes, is non-existent" , Berisha said.

He also accused Rama of intending to control the army's properties, describing this as a mafia act and a threat to national security.

"The military's properties, which are divided into two groups, one group of military properties that are in function of the distribution plan, are inviolable. They are inalienable. As long as they are kept in the distribution plan. The distribution plan of the armed forces constitutes the most important current secret of the armed forces. That plan is signed by the president and kept by him and the chief of staff. As has been proven, during these last years, Edi Rama has donated military ports, military properties that were not issued by the president of the Republic, without the president of the Republic being asked at all. It constitutes a serious crime that is protected by Altin Troplini ," said Berisha.

According to him, the involvement of the military in the administration legitimizes its misuse for political and private interests, undermining the separation of powers and endangering national security.
