The police have fined 5,000 lek each to 36 participants in Tuesday's protest who obstructed traffic on "Dëshmorët e Kombit" boulevard and Durrës Street.

The Blues say that despite repeated calls through megaphones to clear the road, the protesters were not convinced and continued to remain there.

"The administrative measures have been imposed after, during the rally held on the "Dëshmorët e Kombit" boulevard and on Durrës Street, these citizens blocked the road, obstructing the movement of vehicles. Despite repeated calls from police officers, via megaphone, to clear the road, they did not obey these calls. A fine of 5,000 lek has been imposed on each of them," the police announced today.

The police officer's argument states that the fined protester, along with other people, had blocked the road and refused the call to release her.

"On 03.11.2026, at the place called "Martyrs of the Nation" Boulevard, in front of the Prime Minister's Office, several citizens, including the aforementioned citizen, blocked the road, resulting in the obstruction of the circulation of vehicles to which a megaphone call was made to clear the road, a call which was rejected," the minutes state.
After the entry into force of the Normative Act on the Law on Gatherings, 48 people have been fined so far. The Normative Act approved on Wednesday, October 28, provides for 9 categories of fines ranging from 5,000 to 500,000 new lek, depending on the violation, from blocking the road, hiding identity during protests, to disobeying a police order and being masked.
