Enlargement Commissioner Marta Kos presented today, November 4, the progress report for Albania and other countries aspiring to integrate into the European Union.
Kos said that she will launch a dialogue for gradual integration with Albania and the candidate countries. She emphasized that the first country on the path to the EU is Montenegro, which she noted will be integrated in 2028.
"We will start a dialogue for gradual integration with Albania and the candidate countries. Today we are in the conditions that we can expand the Union. The first country that is on the path towards integration is Montenegro. We want the candidate countries to be at the right level for integration. Montenegro will become part of the EU in 2028," said Kos.
Regarding Albania, he said that the country has made reforms this year. Kos added that official Tirana must continue with the reforms it has initiated.
"As for Albania, the pace at which Albania is implementing EU reforms is an indicator of its commitment to membership in the European Union. Progress has been made in implementing key reforms. This year, an important milestone was reached with the fulfillment of the interim criteria for the first group of chapters, that of the Foundations.
Since then, Albania has provisionally closed four chapters and is working to meet the closing benchmarks for other chapters. At the same time, we will need to see a continued focus on progress in key areas. This is important for Albania to meet its ambitious but achievable target of closing negotiations by the end of 2027. At the heart of any reform efforts must be the rule of law, an independent judiciary, media freedom and the protection of fundamental rights. Progress on environmental issues must also be a priority. These issues are important not only for EU membership, but also for Albanian society and the daily lives of citizens,” she said.
He further spoke about other countries, and what stage they are at towards European integration.
“Moldova has a pro-European government today. The government has moved on the path towards integration, despite attempts to destabilize the country. There is still a lot of work to do, however. Moldova can close the chapters by the end of 2028, if it continues with reforms. For Ukraine, there is no other country that is doing more than this country, even though it is at war. Continue to make steps towards the European Union, despite the difficult path you have. Ukraine has demonstrated that its anti-corruption institutions are functioning independently and effectively. Ukraine needs to focus on some reforms, related to the independence of the judiciary and others. IBAR for Ukraine can be achieved and this country can make progress already this year.
"North Macedonia must continue to show results. Skopje must make constitutional changes. We continue to support North Macedonia on its European path. Everything depends on what North Macedonia does. Bosnia and Herzegovina is increasing its commitment on the path to the EU, the problem is the increase in anti-EU rhetoric, Bosnia must continue to work on reforms," said Commissioner Kos.
