After the document " Besa ", " Faithful Presence " or " Flamingo's Mirror ", comes the " Grade of Merit "!

This reform, which aims for a more professional administration, also within the framework of the negotiation process with the European Union, was presented today by Minister Ardea Pirdeni and the country's Prime Minister, Edi Rama.

At the launch, the Minister of State for Public Administration raised questions about the ability of the current system to assess performance.

"Does our system manage to distinguish who performs better and give due weight to merit? Unfortunately, very good work is often not distinguished from ordinary or poor work. Potential is not always identified in time," said Pirdeni, specifying the need to look beyond this system, so that career advancement in the ranks of public administration is based on merit.

According to Pirden, the reform is based on two main axes: the structural one and the operational and digital one.

"The structural axis starts with merit at the entrance to the administration. Anyone who believes they have the necessary capacities to serve must prove them through testing. For this purpose, a new evaluation system will be created. Every person who wants to become part of the public administration will have to apply and be provided with a certificate valid for four years," she explained.

" Merit is not proven by entering the administration, the real proof is the work, responsibility and the journey one follows. Merit is needed to stay and advance ," the minister added, underlining that the evaluation of employees will be carried out every 6 months.

Also, the piloting process will begin for about 300 managers in public administration.

Pirdeni announced that a national catalog of positions and competencies for each profile will be created, on the basis of which the new recruitment system will be built. A national talent registry will also be established, while all institutions will be obliged to publish calls for vacancies.

"System deficiencies cannot serve as an alibi for leadership deficiencies," was the 'red line' she emphasized.

Meanwhile, Prime Minister Edi Rama began his speech with the skepticism he has had about the real increase in quality in the administration, which he attributed mainly to the period he calls "exiting the tunnel of humiliation." However, this initiative is a "welcome surprise" for him.

"One of the most striking points of the many voices that I, along with others, tried to listen to, was precisely merit! How much does merit matter in Albania in relation to the ambition to serve in the Albanian state, for the Albanian state?! The truth is that the transformation of the administration has been reflected in a series of mirrors of particular importance in terms of reputation," Rama said.

The number one cabinet member believes that a transformational process has begun, not very sensational, but nevertheless profound.

Rama recalled the first governing term, when the assessments "were at a shocking level of positivity."

“Apple, which was then a star on the global entrepreneurial scene, had reached over 90% efficiency levels. The administration was above Apple, in terms of efficiency and the accomplishment of everyone's tasks. No slouch and no average. Everywhere, a dazzling brilliance! Of course, it's not like that anymore, but that doesn't mean it's the way it should be.”

For those who feel ignored, despite the work they do, the number one cabinet member said that this reform constitutes a primary obligation, placing merit at the foundation of public administration and ensuring that every employee is appreciated for the contribution they make.

"Careers, even within the administration, must be based on the data available from the Albanian state, beyond the individual's relationship with a superior. Year after year, or according to a predetermined calendar, everyone can undergo tests that can increase their scores. The last thing I have is what happens to excellence. In many cases, after their year of work ends, they remain outside the system and face the inability to continue, even in cases where they are very good. We must be careful not to have a brutal interruption of the work relationship," the prime minister concluded.
