Erion Braçe and Elisa Spiropali voted in line with the majority for the new territorial reform, which passed with 85 votes and reduces the number of municipalities from 61 to 46. Both had publicly expressed opposition to this reform.
But the vote came after a sharp message from Prime Minister Edi Rama to the Socialist parliamentary group. According to reports from the SP meeting, Rama had declared: “Whoever does not vote for the territorial reform today should leave.”
This was also confirmed by Erion Braçe, who said that Rama had exerted direct pressure on him. "If you vote against, you are out of this Parliamentary Group," Braçe confirmed what Rama had told him.
Braçe also described the obligation to vote according to the majority as "democratic deformation within the SP".
However, when the moment of voting came, Brace voted in favor, the pressure was finally crushed.
He went after midnight and voted just a few hours before he had spoken out against the way the reform was conceived, demanding more decentralization and real powers for local government.
Elisa Spiropali also took a critical stance on the floor of the Assembly. She openly declared that "Territorial Reform is not a reform," arguing that the issue is not just the number of municipalities, but the power, finances, and responsibilities given to local communities.
But even Spiropali, in the final vote, voted with the socialist group, bowing to Edi Rama's pressure.
The reform passed with 85 votes, one more than the qualified majority of 84 votes needed for a majority.
Belinda Balluku was also seen in the hall, raising the banner for territorial reform.
