In the upcoming local elections, Albanians will head to the ballot boxes for 46 municipalities, out of the current 61.
With the vote of 85 majority MPs, the Assembly adopted the new territorial map of the country, which merged 15 current municipalities. 32 municipalities remain with unchanged borders, while 29 of the current ones undergo significant changes.
The unifications of Elbasan with Cërriku and Belshi, or Berat with Dimal and Poliçan, are distinguished.
Table showing municipalities merging into one

The 12 regions remain as they are, without border changes, while the additional important element is the creation of a new concept of local government, that of the city.
Municipalities will include cities, which will each have a special vice-mayor and their representation in the Municipal Council, reserved in proportion to the percentage of the population.
There will be a total of 77 cities, comprising 61 urban centers of current municipalities and 16 additional ones, that will enjoy city status.

But what is the new administrative-territorial map of the country, the regions, municipalities and cities?
In the Shkodra Region, the Municipality of Puka absorbs that of Fushë-Arrëz, making the region have 4 municipalities after the next local elections out of the 5 that currently exist.
In addition to Puka, Fushë-Arrëzi itself will also have city status, while the other 7 cities will be divided between the municipalities of Shkodër, Malësi e Madhe and Vau i Dejës.
In the Dibra Region, the merger of Klos under the umbrella of the Municipality of Mat is the only change, making the region with 3 municipalities in total.
Dibra and Bulqiza remain within their current borders. This region will also have a total of 9 cities, divided into 3 municipalities.
The Kukës region remains what it is, without any changes. The municipalities of Kukës, Tropojë and Has continue to be within the same borders, while the 3 urban centers with the same names have city status.
Even in the Lezha Region, the changes are minimal. The municipalities remain the three that currently exist; Lezha, Mirdita and Kurbini. 7 areas will have city status, including Miloti, which was added as a proposal during the consultations.
The important Durrës region has a specific feature. It is the only one to lose part of its territory, the Rinas area, which from the Krujë municipality goes to the capital.
As for the cities, there are 4 of them, Kruja and Fushë-Kruja in one municipality and Durrës and Shijak in municipalities with the same name.
In the country's largest region, the Tirana Region , in addition to the creation of a new administrative unit with Rinas, where the country's main airport is located, which merges with Domjes e Bërxulës in the Municipality of Vora, the biggest change is the merger of Rrogozhina with the Municipality of Kavaja.
So the Tirana Region remains with 4 municipalities, the capital, Kavaja, Kamza and Vora. There will be six cities, three of which are in the same municipality: Kavaja, Rrogozhina and Golemi.
In the Elbasan Region, the changes are important as the current 7 municipalities will be reduced to 4, as three will no longer exist.
The largest municipality in the region, Elbasan, absorbs Cerrik and Belshi, becoming one of the largest municipalities in the country.
On the other hand, Përrenjasi will join Librazhd.
The municipalities of Peqin and Gramsh remain unchanged. All centers of the 7 current municipalities will receive city status.
In the Fier Region , only Mallakastra and Roskovec remain as they were. The two largest municipalities, Fier and Lushnja, absorb one another and become even larger.
The municipality of Fier takes over that of Patos, while Divjaka joins Lushnja. The 6 old municipalities, now reduced to 4, will retain city status.
Berat is another municipality that has significantly increased its territory, gathering within its fold the municipalities of Dimal and Poliçan in the Berat Region, with the latter two receiving the status of a city. The municipalities of Skrapar and Kuçovë are the same. There are 5 cities in the entire region.
In the Southeastern Korça Region, there is only one change. The capital of the region, Korça, absorbs the small municipality of Maliq.
The other 4 municipalities of the district, Pogradec, Kolonja, Pusteci and Devolli remain unchanged. Here too, with city status are the urban centers of the old municipalities such as Bilishti, Erseka, Maliqi, Korça, Pogradec and Pusteci.
The merger of Selenica with the larger municipality of Vlora is the only substantial change in the Vlora Region. All other municipalities remain as they are; Himara, Saranda, Konispoli, Finiqi and Delvina.
The Municipality of Vlora is also the only one that has additional cities besides its center, Selenica and Orikum, bringing the total number of cities in the region to 8.
And lastly, the Southern Region of Gjirokastra . Here the changes are large and important, with three municipalities merging.
Libohova joins Gjirokastra, Memaliaj joins Tepelena, while Përmet absorbs Këlcyra. Of the 7 municipalities that the old map had, only 4 will remain, with the minority municipality of Dropulli maintaining its status. The entire region will have 7 cities that correspond to the old municipalities./ Shqiptarja
