Renowned academic Luan Omari has passed away at the age of 101.

The news was announced by the Academy of Sciences.

NOTICE

The Albanian Academy of Sciences announces with deep sadness that today, on October 29, 2026, academician Luan Omari, a founding member of the Albanian Academy of Sciences, former scientific secretary and vice president, passed away at the age of 101.

With his departure, Albanian science and culture lose a dedicated scholar, who for many decades dedicated his life to scientific research, study and development of law and legal sciences in Albania. His life and work are closely linked to the development of Albanian legal thought and to efforts to strengthen democratic institutions and the Rule of Law.

Academician Luan Omari was born on June 10, 1925 in Tirana, into a family with strong cultural and educational traditions. He completed his early education in Bari, Italy, and received his high school diploma at the Tirana gymnasium. He continued his higher legal studies in Belgrade and Sofia, where he graduated in legal sciences, serving as one of the most prepared lawyers in the country.

His career is closely linked to the development of higher education and academic institutions in the country. He has been a lecturer in Public Law at the Higher Institute of Law, Dean of the Faculty of Law at the University of Tirana for almost two decades, and Professor of Theory of State and Law and Public Law at this University.

Beyond Albania's borders, Professor Omari has represented the country at the Venice Commission of the Council of Europe, conveying the Albanian perspective in European debates on democracy and constitutional law, as a prominent figure in Albanian and European academic thought.

He is the author of dozens of studies and monographs on the history of law in Albania, Public and Constitutional law, as well as on the Albanian legal system. Acad. Omari has participated in all constitutional processes and debates for the drafting of the Constitution of Albania and constitutional laws after the '90s. He has formed entire generations of lawyers and academics who today hold high responsibilities in the legal and academic life of the country.

For his extraordinary contribution, in 2020 the President of the Republic honored him with the "Gjergj Kastrioti Skanderbeg" Decoration, as a sign of gratitude for his special merits in the field of law and for his role as the founder of knowledge institutions in Albania.

Meanwhile, the Albanian Academy of Sciences honored him with the Academic Career Award in 2016.

The Albanian Academy of Sciences expresses its deepest condolences to the family, relatives, friends, colleagues and the entire scientific community for this loss.
