Dozens of farmers have complained to the editorial staff of the investigative show "Fiks Fare" that, although they received funds to build greenhouses, made projects, built them with a construction company, received a down payment, and when it was supposed to be paid, the state itself is asking them to return the money. The reason is because the construction company does not have a technical manager.

Farmers say that the Agricultural and Rural Development Agency accepted this firm at the moment it signed the contract. Meanwhile, the Fiks Fare group went to this Agency to ask, but was met with the arrogance of the director of the AZHBR, Ardita Kuçi. Even after a long wait, the Agency notified the police and two police patrols came to the building to remove the Fiks Fare group.

The scandals with agricultural funds are a shameful history of the Albanian state, especially with the European Union money, through the IPARD program. These funds have been suspended due to mismanagement of state institutions, led by the Agency for Agricultural and Rural Development (AZHBR) and the Ministry of Agriculture. European taxpayers' money went to oligarchs, big businessmen, as well as to people close to politicians or former politicians.

After the suspension of these funds, the Albanian government opened national calls for “agriculture support”, where two families from the village of Suk 1 in Roskovec, Tauland Hoxha and Leonora Hoxha, were also beneficiaries, who would benefit from 50% of the cost of building greenhouses. Tauland, only 23 years old, built 2 hectares of greenhouses with his family, while Leonora’s family built 6 dunyas of greenhouses.

Fiksi traveled to the village of Suk 1, after the denunciation of two families, who were stunned when, at the moment they had finished building the greenhouses, the AZHBR asked them to return the pots they had received. Sokol Hoxha, husband of farmer Leonora Hoxha, says that his family has built 6 dunya of greenhouses, the cost of which has gone to about 15 million new lek. Of this, half of the amount would receive a subsidy from the AZHBR and half from his savings. The scheme provides that, at the moment of approval, the government gives 30% of the value (half of it) and the rest at the end of the investment.

"We finished the greenhouse and now they're telling us to return what we gave them! They gave us 2.2 million lek. They tell us you have 90 days to return it. Where can we find them? They put us in this dead end and we can't get out. They told us we want them in these dimensions, we signed and they did it. The company is called 'Rista Group'. The AZHBR people saw the name of the company, accepted our offer and approved it. Now in the end they're telling us that the company doesn't have a technical manager. Whose problem is it? What do we have to do with the manager, we plant tomatoes," says Sokoli.

He adds why AZHBR didn't disqualify them from the beginning, but now that they finished the greenhouse?! "We left the greenhouse unplanted for this reason. Where will we find the money for seedlings and workers," he says. He further adds that no employee from AZHBR has gone to see what these farmers have done.

The fix goes to the second greenhouse, owned by Tauland Hoxha, 23 years old. His mother says they have invested over 300 million lek to plant 2 hectares of greenhouses and now the AZHBR is asking them to return 60 million lek within 90 days (30% of half the state). "Where is my 23-year-old son going to find this money? We took out loans and are in trouble, now they are telling us to return the money. We had greenhouses before, they should have left them like that," she says.

The 23-year-old's grandmother was also present during the interview. With tears in her eyes, the elderly woman says that the state is to blame, since even a boy who decided to stay in Albania and not emigrate is being harassed and humiliated in this way.

After the complaints, the Fiks Fare group goes to the AZHBR, at the central directorate in Tirana, to meet the director Ardita Kuçi, who has set the name and signature for these 2 farmers to return the money. At the moment Fiksi goes to that institution, no one prefers to give an interview. The director does not accept, while the other employees also leave as soon as the journalists ask her questions related to the situation of the two farmers in the Roskovec area.

Fiksi waited for director Ardita Kuçi for more than 5 hours, but she not only did not speak, but also ordered security personnel to remove the Fiks Fare group from the AZHBR building. After a long wait and confinement in the office, the director requested reinforcements from the State Police. Two police patrols went to AZHBR with the objective of removing the Fiks Fare group.
