Two men, Akshay Kumaon and Pankaj Jain, who posed as journalists, allegedly raped and blackmailed a transgender person three months ago.
The victims had filed a complaint, but the slow response and harassment allegedly drove the community to despair.
Officials say all 24 people are now in stable condition, but the incident exposes how ignored and unsafe India's transgender community remains, even after years of "protective" laws, local media wrote.
