Vladimir Putin

Russian President Vladimir Putin has decided to decree a partial military mobilization.

"We are talking about the defense of territories and the defense of Russia," Putin said.

Moscow has so far resisted such a move despite mounting losses, largely to avoid public resentment.

In a pre-recorded speech, Putin justified his military aggression and uttered the word "war" for the first time: "The West pushed Ukraine into war with us." "Kiev has refused to negotiate for peace and is trying to get nuclear weapons," the Russian president said.

Four regions occupied by Russia will hold a referendum to join the Russian Federation. The West considers voting illegal. If these Ukrainian regions become Russian soil, Moscow can present the fighting in the occupied territory as an attack on Russia. There Putin finds the justification to mobilize part of his two million military reservists.

In an apparently coordinated move, pro-Russian leaders installed by Moscow in the occupied territories have announced referendums from September 23-27 in Lugansk, Donetsk, Kherson and Zaporizhia regions. Together they represent about 15% of the territory of Ukraine.
