One road, two tenders and the project is still not finished! The state is spending money twice for asphalting. Both procedures are won by the same company! We are talking about the Qafa Buallit - Martanesh road. The Fiks Fare group went to that segment a few weeks ago.
In 2023, the Albanian Road Authority opened a procedure for the improvement of the 16.5 kilometer long Qafa e Buallit – Martanesh road. The value was around 10 million euros. The lowest bid was not declared the winner, as the difference between the winning firms “Be Is”, Vëllezërit Hysa and Ergi, and the lowest, was around 1.4 million euros.
The winners offered 947 million lek, where they had to fix and asphalt the road within 18 months. The first tender provided, among other things, for the fixing of this entire segment, as well as its asphalting. Fiks Fare journalists contacted Enver Islam, the representative of the winning company, Be Is, the one that carried out the works in the Martanesh area, asking him about the procedures.
Enver says that we should get the information from the Road Authority. "As a company, because the volumes were initially, when the tender was awarded, the volumes came out much lower than they were in reality," he says.
But, didn't the officials of the Albanian Road Authority see these volumes? Did they get the letters from the office? And didn't they verify these winning firms?! The firm's representative says that the project was a mistake.

According to the documents, the Albanian Road Authority did not hold a tender in 2023 for the design of that segment. The project was done by the “Internal Project Drafting Sector”. So, the ARRSH itself! Enveri says that his firm has done excavations, gabion walls, manholes and bridges.
And with these works, the money from the first tender evaporated and the works were left half-finished! "Work was definitely stopped around ... For a certain period, work was stopped until the revised project was done. We couldn't finish it," he says.
Who was wrong in this case? State officials or the firm that implemented the project?! "The designer who made the project was wrong and did not calculate the correct volumes," he adds, while the representative of the Be Is firm blamed the project. He refuses to say who was wrong.

He says he implemented the project and nothing more. "I was present there, but now it has ended as a phase," he adds.
When all the arrangement and asphalting of this segment should have been completed, ARRSH opened another procedure, about 11 million euros, this time for asphalting. Fiksi made a cross-reference between two documents. The documents of the first tender of 2023 and the documents of 2026. Both contain the word asphalting.
The winners of the second tender were the same firms; Be Is, Ergi and the Hysa Brothers. They will receive another 11 million euros! In total, 22 million euros for the same road.
Fiksi goes to contact one of the engineers of the implementing companies again. Who was wrong, them or ARRSH?! “Regarding anything, sir, you will write a letter and through the letter we will respond,” he says. The person is an engineer, the one who has analyzed the projects of the Albanian Road Authority. He said that this is not coffee talk.
Naturally, this is not just coffee talk, since we are talking about 22 million euros of public money.
From the observation of Fiks Fare it results that the current state of the segment is only systematization. The road is unpaved, it is only systematized. Meanwhile, in the first tender documents, the road should have been asphalted. The Albanian state is spending another 11 million euros to asphalt this segment, which should have been completed.
After these answers, Fiksi addressed some questions to the Albanian Road Authority;
Why was the asphalting not finalized by the companies that won the first tender?
Why was a second tender made, with almost the same value, just for asphalting?
If the first project was carried out by internal employees of the ARA, who did the second project?
In response, the ARRSH itself admits that the initial project, with the funds made available, envisaged interventions such as resurfacing and asphalting of the existing road. It even writes that “during the implementation of the works, a geological-engineering study was carried out by the implementing entity and the works supervisor, which resulted in the need for more in-depth intervention in the road subgrade.”
That entire segment was built without any project? How did they accept the report of the implementing entity itself? The answer is that engineering measures were required with retaining walls, manholes, special protection of slopes, in order to guarantee the stability and safety of users and the road itself and its longevity.
So, what should have been foreseen in the project, but the first 10 million euros evaporated without asphalt! The former director of the ARRSH, Ami Kozeli, writes in this response that "for these reasons, after reviewing the project, in the first phase the necessary works were carried out according to the technological sequence up to the foreseen fund".
Meanwhile, the completion of the remaining works will be carried out with the new contract, again worth 11 million euros. "At the end, there is also a sentence to remove responsibility from oneself; 'The proposal for changing and improving the project has been submitted by the works supervisor.'
But did these officials sign off on the change? Is the proposal or the decision more important?!/Fiks Fare
