Putin admits publicly for the first time: Azerbaijani plane was shot down by Russian air defense

Russian President Vladimir Putin said on Thursday that Russia's air defenses were to blame for the shooting down of an Azerbaijani plane in December that killed 38 people.

This is the first time Putin has publicly admitted responsibility for the crash, an attempt to ease tensions between the neighbors.

Putin said that missiles fired by Russian air defenses to target a Ukrainian drone exploded near the Azerbaijan Airlines plane flying from Baku as it was preparing to land in Grozny, the regional capital of the Russian republic of Chechnya, on December 25, 2024.

Speaking at a meeting with Azerbaijani President Ilham Aliyev in the Tajik capital Dushanbe, where the two were attending a summit of former Soviet nations, Putin vowed to punish those responsible and offer compensation.

Azerbaijani authorities had said the Embraer 190 plane was accidentally hit by Russian fire, then attempted to land in western Kazakhstan, where it crashed and killed 38 of the 67 people on board.

Days after the crash, Putin apologized to Aliyev for what he called a "tragic incident" but denied responsibility. Meanwhile, Aliyev criticized Moscow for trying to "silence" the incident.

The controversy over the crash has strained previously warm ties between Moscow and Baku. Their relations were further destabilized by the deaths of ethnic Azerbaijanis detained by police in a Russian city in June and a series of arrests of Russians in Azerbaijan.
