The chief negotiators of Kosovo and Serbia, Besnik Bislimi and Petar Petkovic, will meet today in Brussels with the mediation of the European Union envoy for dialogue, Miroslav Lajcak, to discuss the solution to the issue of illegal Serbian license plates.
Sources of Radio Free Europe have said that the parties have confirmed the participation in this meeting, which is considered urgent. The meeting will take place only two days after the meeting that resulted without an agreement between the Prime Minister of Kosovo, Albin Kurti and the President of Serbia, Aleksandar Vucic, regarding the license plate issue. The High Representative of the EU for Foreign Policy and Security, Josep Borrell, has put the blame especially on the Kosovo side for not reaching the agreement.
At the request of the United States, Kurti postponed for 48 hours the implementation of the second phase of the decision on the re-registration of cars with illegal Serbian license plates in the RKS - Republic of Kosovo. He said on Tuesday that the US ambassador, Jeffrey Hovenier, is very committed to finding a solution to the issue of illegal Serbian license plates.
"The United States wants another 48 hours so that yesterday's approximation can turn into an agreement today or tomorrow. We are doing our best. I don't think we are at the time when we should talk about new postponements, we should talk about maximum intensity, so that within 48 hours we have the agreement as we intended in Brussels, not being limited to issues such as the license plate work" .
The second phase envisages the imposition of fines of 150 euros for citizens who drive vehicles with such license plates.
The American ambassador in Kosovo, Jeffrey Hovenier, stated a day ago that he requested this postponement to allow European and American officials to engage with Kosovo and Serbia to find a solution to this issue
. Kurti said that since the meeting 8 - hours on November 21, he has not been in contact with European officials regarding the issue of license plates.
"I regret to reiterate that (the chief diplomat of the European Union, Josep) Borrell abandoned the Franco-German proposal, the proposal of the European Union saying 'let's have an agreement on license plates'. It is not enough to agree on license plates", said Kurti, among other things.
According to him, "the correction of Borrell's mistake is necessary".
"It is a big mistake to abandon the conversation about the normalization of relations and the leaders, the president of Serbia, and me as the prime minister of Kosovo, to talk and agree only on license plates, for which, hand on heart, neither he in Serbia nor I in Kosovo, we are not the competent persons".
On November 21, the spokesperson of the European Union for Foreign Policy and Security, Peter Stano, said that any claim that the European Union is giving up on the proposal for the normalization of relations between Kosovo and Serbia is untrue, which, according to him, supported by Germany, France and the United States.
The Serbian President, Aleksandar Vucic, declared after the meeting that the Serbian side will respect the "advice and demands" of the European chief diplomat, Borrell, who mediated the talks. The imposition of the fine is part of the decision of the Government of Kosovo for the re-registration of cars with illegal Serbian license plates in the RKS - Republic of Kosovo.
The first phase foresees the reprimand, the second foresees the imposition of a fine and later it envisages placing some trial plates. According to the Government's decision, after April 21, there should be no more cars with such license plates issued by the Serbian authorities in Kosovo.
Serbia, which has been issuing illegal license plates to Kosovo Serbs since the post-war 1999, opposes this plan, insisting on license plates neutral to Kosovo's status. As a result of the raised tensions, the Serbs of the north of Kosovo, where the cars with illegal license plates mainly circulate, have resigned from the institutions of Kosovo.
Kosovo and Serbia have started negotiations for the normalization of relations in 2011, with the mediation of the European Union. The negotiation process is expected to end with legally binding agreements. Although Kosovo states that this agreement must include mutual recognition, Serbia does not agree, insisting on a "compromise solution."
Meanwhile, a day ago Italy took the direction of the Kosovo-Serbia dialogue, instructing them not to escalate tensions over license plates to the point of war. The Minister of Foreign Affairs, Antonio Tajani, and the Minister of Defense, Guido Crosetto, visited Belgrade and Pristina, inviting the leaders of both countries for a meeting in Rome.
