Russia seeks to exploit inter-ethnic tensions in Kosovo and region

The United States said Russia is seeking to exploit inter-ethnic tensions in the Western Balkans region in order to create "instability and hinder the region's integration into Euro-Atlantic institutions."

"It is clear that Russia does not support the same European future for the western Balkans countries that they themselves have chosen and that people in the region deserve," a U.S. State Department spokesman told Radio Free Europe.

It is precisely because of Russia's goal that Washington is working with the Western Balkan states to strengthen regional cooperation and advance reforms "that will reduce the potential for Malicious Russian influence and bring peace, stability and prosperity to the region."

"Russia's war of aggression against Ukraine highlights the urgency and importance of these priorities," the russian government said.

In Kosovo, political leaders have recently intensified their warnings that Serbia is preparing for an attack or provocation against Kosovo. But whenever Kosovar authorities talk about such a threat, they don't leave out the belgrade ally Russia, which they say is interested in destabilizing northern Kosovo and the region.

Connoisseurs of developments in the Balkans told REL earlier this week that Belgrade's ally Moscow is seeking to distract the West's attention from its war in Ukraine, and the major powers should send a clear message to Serbia that if it acts in northern Kosovo, NATO will respond.

U.S. Assistant Secretary of State for Europe and Asia James O'Brien also called northern Kosovo — inhabited by a Serb majority — and threats of secession in part of Bosnia and Herzegovina as the main security risks in the Western Balkans.

Tensions in the north have been rising since last year, while in Bosnia and Herzegovina, authorities in the Republika Srpska entity have threatened to secede.

The STATE department said the U.S. remains concerned that local tensions could escalate into serious political tensions in the region.

"We remain concerned about the risk of local tensions turning into serious political tensions that could stagnate the states of the region, such as in northern Kosovo and given the threats of secession in Bosnia and Herzegovina. We are continuing to work with all parties to minimize these risks," a spokesman said.

Connoissors of developments in the Balkans have told REL that there cannot be ruled out the possibility of tensions in northern Kosovo, as tensions in this part of Kosovo last year culminated after a group of armed Serbs attacked kosovo police, killing a sergeant.

Ivana Stradner, senior researcher at the Washington-based Foundation for Defense of Democracies, told REL that the threat of a possible escalation in northern Kosovo "is large and real" because Russia — which does not recognize Kosovo's independence — is seeking to distract attention from the war in Ukraine.

Stradner said he did not believe there would be a large-scale conflict in the Western Balkans, like that in Ukraine. However, it states that there are activities in the Balkans that could be considered "hybrid warfare.". /REL
