The confiscation of the building built without a permit in the Farka area of ​​Tirana raises a just moral concern, not about the legality of the implementation but about the time and manner of the state's intervention.

For years, citizens have been arrested, fined and even sentenced to prison for building without a permit. The cases are among the most ordinary. Voxnews.al is bringing three such, both tragic and comic.

The first case is that of the Negollari family in Gërmenj i Kavaja. Sokol Negollari was arrested for building the new house without a permit in the spring of 2016. He was caught demolishing the old house and building a new house on the same plot.

He was arrested and transferred to Rrogozhina prison. On May 7, the family was struck by tragedy, as the wife had a car accident near Kavaja. She was traveling by car to Rrogozhina prison together with the couple's three children. The two children, 3 and 5 years old, died in the accident, while the wife and the other 13-month-old child were injured.

Relatives of the family blamed the state for the tragedy, accusing it of unjustly keeping Sokol Negollari in prison for a long time for building without a permit.

The other case is that of the PB citizen, at that time 63 years old, living in Fushë-Kruje. In 2016, this citizen decided to extend the walled enclosure of the private house (avllina), when police forces and construction inspectors appeared during the works.

During the verifications, the inspectors and the police noticed that apart from the lack of permission for the yard, PB had also built a room next to it without permission, which served as a warehouse for the family. PB was accompanied to the police and after the procedures he was fined 1.8 million old lek and forced to demolish the construction without permission.

The third case is that of the citizen I.SH., 58 years old from Beijing. He was stopped early in the morning on one of the first days of 2018 while he was going to work on his motorcycle vehicle, commonly known in these areas as "Papaq".

Ky është shteti në rrethe e zonat rurale, që në këto tre raste ka gjëmuar ndërtimet pa leje edhe përmes ‘nuhatjes së llaçit’, apo zhurmës së çekiçit që ngul një gozhdë. Por, po ky shtet pak kilometra nga qendra e Tiranës ku janë të përqëndruara të gjitha institucionet më të rëndësishme të vendit as sheh e as dëgjon një pallat të tërë që ndërtohet pa leje.

Ky është paradoksi moral i konfiskimit të pallatit të Lul Morinës në zonën e Farkës, që u desh ta verifikonte vetë Belinda Balluku si pa leje dhe para kamerave, ministrja ‘t’i jepte në formë ultimatumi tre opsioni shkelësit të ligjit’, që ose ta blinte me çmimin e tregut dhe paratë t’i kalontë në buxhet, ose ta dhuronte, ose do të konfiskohej nga shteti.

However, the first investigation that must be carried out is how it is possible that the state operates with a heavy boot in front of the poor, but becomes deaf, dumb and blind in front of the builders, even when they violate the law right in the middle of Tirana.
