The concession of the Navy base in Limion of Saranda has been reported to SPAK as corrupt. Among the names denounced are the former Minister of Defense, currently Minister of Foreign Affairs, Olta Xhaçka, as well as President Bajram Begaj, at that time Chief of Staff of the Army.

The report was made by the former head of the naval force, Artur Meçollari.

In an interview for the Voice of America, Meçollari accuses them of having misused their duty in relation to two private activities allowed on the properties in the Deployment and Deployment Plan of the naval forces, that according to the law, any change of these properties is made with the proposal of Minister of Defense and approved by the President.

The concession was granted to Shefqet Kastratin. The contract stipulates that in exchange for the use of a part of the naval base for 35 years, Kastrati would build the new naval base according to NATO parameters.

The oligarch not only did not respect the contract and ignored the investigations initiated by SPAK, but also used the space of 39 hectares, which according to the contract was supposed to be the space where the new modern base of the naval fleet would be built.

In this area, there is neither a new base nor a naval fleet anymore, but fuel deposits, which Shefqet Kastrati has placed to supply yachts and ships, under the guise of a strategic and tourist investment favored by taxes.

The concession was granted for 1 euro in 2019 with a series of decisions between the ministries and the Council of Ministers itself. Doubts that this concession is corrupt arise from the first decision given by the Ministry of Infrastructure and Energy, headed by Belinda Balluku. The latter signed although the state property that was given in the concession was under the Ministry of Defense led at that time by Olta Xhaçka.

Aktualisht jo vetëm që baza është jashtë funksionit, por ajo ndodhet në një gjendje edhe më të rrënuar se më parë dhe praktikisht e papërdorshme nga ana e forcës detare, që nuk ka akses në një prej bazave më strategjike në raste konfliktesh.
