Why did SPAK turn a blind eye to the director of ARRSH who gives the tender... to himself?

Through an investigation in July, Vox News denounced how the director of the Albanian Road Authority, Evis Berberi, was awarding tenders... to himself.

Tenders were given to companies where Berberi was an owner or shareholder, which he de jure sold, but de facto controls through other persons.

Although more than three months have passed since this denunciation, there is no movement on the part of SPAK.

The Special Prosecutor's Office has been silent until now, turning a blind eye to a flagrant case of abuse of office.

But what did we denounce 3 months ago? Evis Berberi was appointed Director of the Albanian Road Authority in June 2021. Before taking this post, he was an advisor to the Ministry of Energy and Infrastructure. He was appointed as an advisor in February 2019, when he sold all the shares of a private company he had bought in 2018.

The company with trade name "B - VAAL ENG - 10" and NIPT number L72205042F turns out, according to the data submitted to KKB, founded by Valter Begaj on October 4, 2017. Its object is the field of construction, study and design of engineering works, as well as their supervision. 11 months after the foundation, on September 14, 2018, Begaj sells the entire company to Evis Barbers for 100,000 lek.

 

A month after he bought it, Berberi changes its name and from "B - VAAL ENG - 10" the company becomes "DAAM". On February 18, 2019, when Evis Berberi was appointed advisor to the Ministry of Energy and Infrastructure, he sold the company for 100,000 lek to citizen Brunilda Buli.

The same value of sales and purchases of the company from Begaj to Berberi and then to Buli suggests that it is a fictitious transfer of the company in order for Evis Berberi to avoid the conflict of interest.

In addition, the connection between the director of ARRSH, Evis Berberi and Valter Begajn does not come only to the sale-purchase transaction of the company "B - VAAL ENG - 10", which later changed its name to "DAAM". From September 2018, when Berberi bought Begajt's company, he has been working in the same office with him.

According to the CKB data, apart from the company "B-VAAL ENG-10", Valter Begaj is the founder and still the owner of the other company "B-VAAL ENGINEERING". He founded this company on August 28, 2017, three months before he founded the company that Evis Berberi later bought.

Like "B-VAAL ENG-10", which changed its name to "DAAM", B-VAAL ENGINEERING also changed its name to "NET-Group". The object of both companies remains the same, that of studying, designing and supervising engineering works.

Apart from the facility, the two companies end up with the same identical address. They are registered, according to the relevant extracts of the CKB, in "Haxhi Dalliu Street, Entrance 1, Apartment 0", Tirana.

Valter Begajt's "NET-Group" company, three months after Evis Berberi was elected director of the Albanian Road Authority, that is, in August 2021, wins a tender worth about 175 million lek including VAT for the supervision of works in Lot 7 of the Great Ring Road .

In addition, from the data published in the Public Procurement Agency, the company is also the winner for the supervision of three projects in the Municipality of Durrës with a total value of about 10 million lek.
