In order to convince the citizens that he is serious about the action for the confiscation of constructions and additions without permission in the buildings, Prime Minister Edi Rama has published a bunch of letters on social networks, where he blames the justice system for not supporting the IKMT and the State Police.

In a document, it is shown how the company 'Ideal Construction' was fined and ordered to demolish additional floors without permission in the building it is building in the center of Tirana, known as the 'Eye of Tirana'.

For the case, the administrator of the company has been referred for criminal prosecution. However, it is not the administrator who has bribed IKMT, the Police and Justice to violate the permit. This, according to what Rama himself declared after the start of the action, is done by the builders.

The builder in this case is businessman Armand Lilo. He hides behind the companies 'Ideal Construction' and 'Arlis Construction'. In order to hide his tracks at 'Ideal Construction', Lilo created the company Amaar Group in March 2020, that is, in the middle of the pandemic. The latter owns 100 percent of the shares of 'Ideal Construction', while Armand Lilo owns 100 percent of the shares of Amaar Group.

But why did he have to hide in the spring of 2020 and in times of pandemic behind another company of businessman Lilo? The reason is only one. In the fall of 2019, his name was slandered for the connection with the former prosecutor Besnik Muçi, who was also elected as a member of the Constitutional Court, but dismissed from the vetting.

The reason for his dismissal was the contact with the businessman Armand Lilo, since the vetting bodies described it as 'inappropriate contact'. For clarification, inappropriate vetting contact means contacts with persons suspected, accused, investigated or convicted for connection with organized crime, participation in trafficking or other serious crimes.
