Samir Mane has been accused and proven over the years of having placed the state at the service of his businesses. There are many cases, from the Llogora tunnel, which is being built for its villas and resorts in Palasa, to the strategic investor status in the Port of Vlora, to the laws and regulations of online trade.

However, a new and even more flagrant example of placing the state at the service of the oligarch arrives from Tirana. Here the Government has invested in changing the territorial administrative map so that Samir Mane could avoid Tirana Municipality taxes for new constructions.

It is about the construction complex that Samir Mane is building near QTU. Until the start of these constructions, the land was under the territorial jurisdiction of the Municipality of Tirana. But, in order to pay less taxes on infrastructure and building permits, including to avoid the obligation of garages and underground floors, Samir Mane apparently lobbied the Government to transfer this land to the Municipality of Kamza.

That's what happened. The state has moved and with a series of letters and decisions has passed this plot of land under the jurisdiction of the Municipality of Kamza, saving the oligarch Mane a good amount of money, which he had to pay as obligations in case he would apply for a construction permit in Municipality of Tirana.

The intervention is bordering on falsification and legal violation, as the administrative map and dividing borders between municipalities are determined by law and decisions of the Council of Ministers. The law in force is that of 2015, which divides the territory into 61 municipalities, while the VKM is the one with number 1078 of December 23, 2015.

Citing these two norms, the map of the Municipality of Kamza has been expanded as a pocket in the land of Samir Manes with the letter number 5126/3, dated November 21, 2020, of the Secretary General of the Council of Ministers, Engjëll Agaçi, who has submitted to the Agency for Support of Local Self-Government.

The map update has entered into force and to understand that this update was made only to serve Samir Mane, it is enough to mention the fact that in the area where the Municipality of Kamza has expanded, there is only the land where Samir Mane is building. The map is torn as if by a knife next to the big businesses that are located along the Tirana-Durrës highway in that area.

These businesses remain in the territorial jurisdiction and pay local taxes to the coffers of the Municipality of Tirana along the entire road, up to the crossing of Rinas. And along this linear line, Samir Mane has 'tricked' avoiding taxes even with the help of the state.
