The Albanian Road Authority has awarded about 12 ml euros to Sadri Abazin and his grandson, Mehmed Abbasi, who were declared winners in a race-free tender held in April.
AlKO-IMPEX General Construction and ALKO IMPEX CONSTRUCTION companies have won lot 2 of the tender for four-year road maintenance in the northeastern and central region.
The total value of the VAT-free tender amounts to about 12 mln euros, or 1.4 billion euros.
The procedure is classified as red flag by "Open Data Albania" under suspicions that the winner has been predetermined. The only competitors in this tender were the merger of the two companies.
The first company, ALKO-IMPEX General Construcion, is registered in Albania as a subsidiary of a Kosovo company owned by a Kosovo citizen, but allegedly behind them lies former Socialist MP Sadri Abbasi.
The second company, ALKO IMPEX CONSTRUCTION, is directly owned by Sadri Abbas's nephew, Abaz.
The close connection between these two companies is reinforced by the fact that in the last 4 years their merger in tenders and concession procedure has been declared the winner on six occasions, accounting here also for the last case of the april 11th arrsh road maintenance tender worth 1.4 mld lek.
In total, the amount benefited by the two companies amounts to 2.3 billion euros, or about 20m euros, money that has gone under the pockets of former MP Sadri Abbasi and his nephew, Salvini Abbasi.
Lot 2 of the Albanian Road Authority is part of a tender divided into four tears with the total amount of about 41 ml euros for the maintenance of the country's main road axes for the next four years.
