On July 24, Ilir Meta ends his 5-year term as President of the Republic.

Unlike normal presidents who retire from politics after their mandate, he has promised to return to his family party.

But, before we get to this discussion, Vox News will publish some of the president's decisions day after day, and in this way, a balance of Ilir Meta's work as head of state will be made.

A few days ago we showed the flagrant case when Meta was convinced that the Constitution had been violated for the law "On some amendments and additions to the law 8438 dated 28.12.1998; "On Income Tax" where part of this law also provided for the distribution of dividends.

Today we bring the most ridiculous decree that was approved by the President's Institution. That of changing the election date. Fortunately, it had no effect as the majority did not take it as a basis.

Ilir Meta, with decree no. 10928 dated 05.11.2018, decreed the date of the elections for the local government, setting the date 30 June 2019 as the date on which the local elections would be held.

Since his personal accounts did not suit the political situation, he decided to take the most absurd or even the most ignorant step in the history of the Albanian state since its foundation by canceling the date of the elections that he himself had set.

From a detailed look at the act that the Constitution has given to this person in the capacity of the President, DECREE no. 11199 dated 10.06.2019 for the repeal of the above-mentioned decree for scheduling elections, Ilir Meta decided to repeal the decree by canceling the local government elections.

It is this act which the Constitution of the Republic of Albania has enabled as a mechanism for the President of the Republic Ilir Meta to act together with his legal advisor whom he presented as the genius of Albanian jurisprudence, they defiled by violating the Constitution of the Republic of Albania, but by and rejected all his propaganda as its protector and guarantor.

Ilir Meta and the prosecuting lawyer of the Property Restitution Agency, Bledar Dervishaj, brought down the dignity of the Albanian state by producing an illegal act which will remain as one of the darkest stains on the documents produced by the presidents of the Republic.

Ilir Meta and his apprentice supported this action in their decree with articles 1/3,3,4/2,15,45,86/1,92 letter gj, and article 93 of the Constitution of the Republic of Albania.

To see that the President had no legal basis for his decree, we are mentioning in turn the articles of the Constitution that were cited in the decree.

Mentioning certain articles of the Constitution to argue a competence that is not granted not by the Constitution, but by any other law of the Republic of Albania, means not only legal ignorance and flagrant violation of it.

With this act, Ilir Meta did not embarrass himself, but the Institution he led these 5 years.

With the greatest impudence, he demanded that this act be legislated in the Venice Commission, which rejected his claims. According to the constitutional experts of the Venice Commission, President Ilir Meta did not have convincing arguments for the cancellation and postponement of the elections and that his act constitutes a violation of human rights.

Venice argued that any administrative act is difficult to withdraw because once it is published, it necessarily creates legal expectations. In the case of elections, this means that the participating parties need to know with certainty when the elections will take place and under what conditions, while this certainty is destroyed if the date of the elections changes.

It is enough to mention this act to understand how the highest institution of the Albanian state is run by which persons.
