He often arranged for senior leaders of the Communist Party and state to travel abroad, both to the West and the East. Usually these trips were for the purpose of official visits on the basis of delegations or individually, to be treated in more specialized hospitals.

Enver Hoxha himself, after the break with the Soviet Union in 1960, did not take any trips abroad, fearing that he might be assassinated. Meanwhile, other high state leaders such as Hysni Kapo, Mehmet Shehu, etc., continued to travel abroad for certain reasons, especially to China, the cooperation with which continued until 1978.

Responsible for their travel insurance was the Second Directorate of State Insurance. Below we are giving some parts of the relevant regulation of this directorate, on the basis of which the leader was kept on a trip abroad.

Upon receipt of the notification for the trip of the leaders abroad, the Directorate II has a number of important tasks; for this, the headquarters of the Directorate meets to perform the following tasks:

1. Designates the group of accompanying officers and the group responsible to present to the leadership of the Ministry for approval. For this purpose, the most agile officers are chosen, who know how to maneuver and who have more or less some experience and who are familiar with the needs of the leader. According to the case, the accompanying doctor is also appointed.

2. Designates forces and responsibility for airport and aircraft security with officers. If it is a government plane, he is interested in doing the obeloty of the plane (flight test), takes measures for the analysis of the fuel in the laboratory, and after receiving the data of the analysis, appoints an officer for fuel assurance. When the aircraft is foreign, measures are taken to secure the aircraft.

The steward informs the leaders of the departure time of the plane and after the other passengers have entered the plane, gives the signal when the leadership should leave, so that there are no other people in the way.

The head of the forces provides the meteorological data at the meteorological station as well as the connection between the plane and Tirana (when it is a government plane) and is constantly informed about the plane's journey until the time it arrives at the destination, in order for the II Directorate to be able to inform the leadership of the Ministry about the leader's trip.

3. Assigns forces and responsibility for securing the road from the leaders' residence to the airport. The person in charge makes the plan for the deployment of forces and notifies the Directorate of Tirana for the regulation of road traffic for cooperation along the way.

4. Designates the person who will do the briefings of the group of companions. This should make clear the tasks that the group of companions has throughout the journey of the leaders until their return to the homeland.

5. Appoints personnel who, in cooperation with the special clinic, organizes emergency assistance at the airport. For this reason, it should be borne in mind that in order to accompany the leaders traveling abroad, other leaders also appear at the airport. (...)

Duties of accompanying officers before the departure of the leader:

Depending on the case, an escort group or even an accompanying officer was assigned to accompany the leader. The tasks of the escort group were:

1. He is interested in the Ministry of Foreign Affairs to obtain the passport of the leader, the persons accompanying him and the security group. It secures the photos needed for passports, filling out the forms and finally after the relevant visas are obtained, the leader's passport is held by the security group manager. If there are many people accompanying the leader, then a friend is appointed from among them, who collects the passports and keeps them in a separate special bag to present whenever necessary.

2. He is interested in plane tickets to secure them for the entire trip. Usually the travel tickets are obtained from Albtransport, but the flight time and the plane are secured by telegram or through our embassy.

3. The luggage of the persons accompanying the leader is collected the night before at the directorate, with the exception of the luggage of the leader. The luggage is checked and the next day, in a special vehicle, together with the other members of the security group, it leaves three hours earlier to the airport. The person holding the travel tickets also holds the luggage tags and knows the number of suitcases well. For security, he puts a special mark on the suitcases. With the exception of the leader's suitcase, which is placed in the passenger seat, all other suitcases are placed in the baggage compartment of the aircraft.

4. The security group that accompanies the leader during the trip also prepares a bag with things that the leader needs such as drinking water, thermos coffee, gruta etc. Although there are such on the plane, but it depends on the leader, p. sh. if he likes local coffee or espresso, etc. Also according to the case, if there is no doctor, the insurance group prepares the first aid kit with the necessary medicines in the special clinic.

5. The security group checks the weapons they take with them. For this, a special shooting is organized, after which the weapons are cleaned.

It is imperative that the accompanying group is equipped with a dosimeter for measuring radioactive rays.

The leader's travel abroad may be by plane, train, or car, or all three modes may be used during one trip. In these cases it is taken into account:

a. When traveling by plane:

1. During the flight, the person in charge of the escort group or the personal attendant takes a seat behind the leader and checks with a dosimeter that the place where the leader is is not infected with radioactive rays. It also keeps an eye on the other passengers on the plane and any suspicious movements made by them.

2. He is interested in the various press and magazines that are on the plane to give to the leader.

3. Is interested in implementing every order of the leader to the flight crew.

4. Ask for the names of the cities over which the plane flies and, depending on the situation, ask for the map of the route the plane follows.

5. Taking into account that the most frequent accidents occur during the landing and takeoff of the aircraft, the person in charge of the escort group organizes the insurance of the aircraft while it is in the transit countries. On the other hand, he ensures the leader in the transit hall, is interested in meeting the leader's needs.

In other countries where we have diplomatic representation, our residency there is responsible for providing the leader as well as the escort group.

When the leader travels by special plane, great care must be taken when changing planes. The change of plane is made when traveling in the People's Republic of China. In this case, it is better to use a separate plane for the transportation of luggage. Baggage transport from one plane to another is done under the special care of the escort group and, as far as possible, no luggage should be used, but carried by the persons accompanying the leader.

b) While traveling by train:

Traveling by train is safer than traveling by plane or car. Usually in such cases Lit wagon (sleeper wagon) is taken. When the First Secretary of the Central Committee of the Republic of Albania or the Chairman of the Council of Ministers travels, an entire wagon is taken, in order to prevent foreign people from entering the wagon. Cabins are obtained for other leadership companions as needed. The leader of the escort group organizes the guard in the wagon, in front of the leader's cabin, and sees to it that everything goes well. He answers at customs for luggage, fills out the customs form for the leader as well and holds the leader's passport.

The leader of the escort group is interested in meeting all the requests of the leader (water, coffee, fruit, etc.). Secures a seat in the restaurant car and goes with the leader, or orders lunch in the cabin, if it is a Lit car; this is decided by the leader.

If the train journey takes place in a shared carriage with foreign people, then the person in charge of the escort group must take into account that it is placed in such a way as to control both entrances of the carriage. To control the movements of every person in the wagon to be ready to intervene in case of danger. Care should be taken especially when the train stops at different stations. In these cases, the person in charge of the escort group controls the platform and especially observes every person who comes new to the wagon. There is a possibility that fugitive elements will try in the direction of the leader, so vigilance must be strengthened in every person who enters the wagon.

The leader of the escort group has already appointed a friend to take care of the luggage and in particular the luggage of the leader.

The leader of the escort group is interested in receiving newspapers and magazines for the leader.

While there is no tipping on the plane, tipping on the train is mandatory.

c) While traveling by car:

During the trip abroad, it is possible for the leader to travel by car. In this case, the embassy cars are used, together with the fellows of the residency, the person in charge of the escort group organizes the trip to be as pleasant and safe as possible. No less than two cars are used for this. The leader's car in this case stays in the middle when there are three cars, why does it stay behind when there are two cars. This is done in order to avoid accidents provoked intentionally or unintentionally. On the highway, the leader's car is in front and the follower's car is behind (when there are two cars).

Together with the friends of the embassy, ​​the leader of the escort group arranges for the food of the leader. Interested in vehicles if they are in good technical condition. (...)
