From 2002 to the present day, the Vatican has been led by 4 different Popes. There have been elections and removals from office. At the same time, Japan has been led by 2 Emperors, while Albania has had over 4 prime ministers and many presidents who have led the country.

But if Emperors, Kings, Presidents, Prime Ministers and many other leaders, in the world and Albania, are replaced, only one person dares not leave office. He is neither less nor more, but the " Emperor " of football in Albania, Armand Duka, who has been the director of the Albanian Football Federation since the distant year of 2002.

He has been elected 6 times to that position, while on Monday, February 16, 2026, he aims for his 7th mandate. Duka will "compete" with himself, as no one has dared to challenge him. The system he has established at the head of the Albanian Football Association automatically makes him a winner, since he has established a genuine profit structure, dividing football and voters into "associations".

There are about 65 people with the right to vote, from clubs in the Superiore, first and second categories, or even votes from amateur clubs. The AFF statute has determined the voting method, which leaves no room for competition, as the presidents of football clubs, football associations and organizations or even representatives of regional associations and groups of sports professionals vote.

The long time has made him untouchable, doing honor and appointing his people to the top of these associations. But, if in the previous elections there was competition, in most formal times, this time the vote on February 16 will be totally with only one candidate.

As a reminder to readers, Duka has been elected and re-elected 6 times as president of the Albanian Football Association, from 2002 until the 2022 elections, while with the mandate he will take tomorrow, his mandate will end in 2030. In the first elections, Duka had an opponent Mr. Mehdi Bushati, in the 2006 elections his opponents were Edmond Haxhia and Salvador Kaccaj. In 2010 he faced Refik Halili, the current president of Tirana, and Rudin Vata.

According to the Albanian Football Federation, in 2014, while he had no opponents, in 2018 he had his biggest "war" with the current majority. At that time, there were accusations and counter-accusations between Duka and the head of the Municipality of Tirana, Erion Veliaj, while in those elections, the head of the Federation also changed the rules of the game, introducing associations into the statute. It was precisely the votes of the representatives of these associations that brought about the re-election of Duka, whose opponent was the late former Prime Minister Bashkim Fino.

In the elections four years ago, Duka was opposed by coach Sulejman Starova and journalist Dritan Shakohoxha. There were suspicions that these names were fictitious and Duka won easily, so much so that Shakohoxha did not participate in the vote.

It seems that the honors that the head of the Albanian Football Association has done in the long run of football has brought about this situation, where no one dares to come forward and break this barricade or system. However, during this time, he has collaborated on several occasions in the alienation of stadiums and football fields, to the extent that a UEFA report put Albania in last place for football fields, to the extent that concrete has burned talents.

If the great National Team boasts of boys who were born and raised in Western countries, training and playing for the elite clubs of Europe, the complete opposite happens within the territory of Albania. There are few or no players raised in Albanian clubs who reach high levels, or reach the National Team. In fact, Albanian clubs are at the lowest level ever, in European competitions. The last few years have been catastrophic, since no team in the Superiore has reached the groups.

The Champions League is out of the question, but neither the Europa League nor the Conference League can be captured by the clubs of the Superiore. But if our teams do not reach the group stage, the complete opposite happens with the clubs of Kosovo or North Macedonia, where Balkan and currently Drita have been in the Conference League groups for several years in a row. Not even Kosovo is ranked 45th for clubs, while Albania is 10 places lower!

However, no one is impressed by this ranking and performance, because tomorrow all the representatives of these clubs will vote with their eyes closed for the Duke, or as they have voted for these 24 years. They will also vote for the members of the Executive Committee, where again the " candidates" for the head of the Albanian Football Association will receive votes. A structure that undoubtedly needs to change, to give some dignity to Albanian football. It is not enough just to have the great Comet, who has made us proud several times, with the boys who were born, raised, trained and played in European countries. They are an added value, which our country undoubtedly deserves. But, attention needs to be paid to the talents that were born in Albania, to those thousands and thousands of young people, whose parents make sacrifices by paying and leaving Albania. But, this time will not come tomorrow, and perhaps at this rate, not even in 2023.
