A very worrying phenomenon for financial institutions is the car trade, a market that has grown significantly in Albania in recent years. There are strong suspicions that the main companies operating in this sector operate completely outside the banking system.

Vox News has learned that the entire market for new and used cars is informal, unregulated, and often firms, even the largest ones, sell vehicles "on the black." It is a scheme to avoid paying taxes and duties, where each company is connected to notaries, but also employees of the relevant departments.

Although only reference prices have been set for vehicle clearance, vehicles are still formally sold for cash, making the entire market uncontrolled. To date, the institutions that should investigate this market have not even bothered to crack down on it, while everyone is "tainted".

Our editorial team has learned that the money earned from this informal market has been invested in construction. "Some companies, the most important ones and those that have been operating for years, have started to expand their activity into construction. Some have bought buildings, villas or even luxury apartments," said a source from the tax institutions on condition of anonymity.

Not only that, but some firms have also started building towers in Tirana themselves. "Some of these firms have added construction to their activity in the Central Bank. With the connections they have, with firms or even with local or central officials, these firms have obtained permits for multi-story towers. They have entered the construction market, where in some cases they also serve as fronts or fronts for other builders or politicians," the same source claims.

Meanwhile, in the first days of January 2026, the General Directorate of Taxes said that after tourism and construction, the actions against informality by the General Directorate of Taxes will include online trading or the buying and selling of company shares.

"Data is being collected either from payment banks or from digital platforms. Other shares are related to the sale of cars. The first phase with 100 individuals is being concluded. Shares sold between individuals do not reflect market value," said Ilir Binaj, General Director of the DPT.

A strong statement, which we hope will not be just a shake-up for this sector, or a warning that those who have done it "hide" their income. Undoubtedly, this market deserves an investigation, even an in-depth one, to find out where the money that should have been paid to the state goes.

Instead of using that money to build hospitals, kindergartens, nurseries, schools or public units, that income is being invested in the private system, enriching the officials who should be controlling it.
