A criterion for similar work over the last 3 years, as much as 40% of the limit fund of 2.6 million euros, has excluded all Albanian companies from the aerial photography tender. The scheme of Dritan Agolli, head of the Albanian Development Fund, has been perfect, removing all local companies from the competition. The criteria have been completely adapted to the Turkish company, which was ultimately declared the winner, but only after excluding all companies in the competition.

It seems that every time the Turks enter the competition in a tender in Albania, the winner is known. The same as happened with the fat tender of the Llogara Tunnel or even with the Vlora Airport, two works of particular importance, which are under investigation by the Special Prosecution Office, for serious abuses. There are concrete accusations for the Tunnel, even against the Minister of Infrastructure and Energy, while the investigations for the Airport continue.

Meanwhile, VoxNews has researched the documents of the aerial photography tender, after the failure to launch two satellites, as the data shows that the entire procedure was predetermined. Agolli of the ADF has created a real scheme, adapting the documents only to the Turks, while all other companies were disqualified. Another file worthy of the Special Prosecutor's Office, as the entire procedure was predetermined, with standard documents that were adapted to only one company, the winning one!

In recent days, the tender for interventions to update the national geospatial data system has been finalized. It concerns the aerial, digital photography of the territory of the Republic of Albania, as well as the production of aerial images. The limit fund was 260 million lek, or about 2.6 million euros, with a duration of 24 months.

The offer was submitted by the company "Mescio?lu Mühendislik ve Mü?avirlik A.?", a Turkish company, with a value of 221 million lek. The Sintegra company with a value of 233 million lek, HP-Surveying with a value of 209 million and Top Geo from Belgrade with a value of 220 million. Meanwhile, two Albanian companies were also in the competition, Gjeokonsult & Co with a value of 231 million lek and "Alb-Matrix Group" with a value of 228 million lek.

There were companies in the competition that offered less or more than the winning Turkish firm. But, regardless of the offers or values, what comes to mind in this whole story is the reason for the disqualification of the companies in the competition.

The firm “HP-Surveying” was disqualified due to successful experience in performing similar services. There is no “...evidence of previous similar services performed during the last 3 (three) years from the date of publication of the contract notice, in a value not less than 40% of the estimated contract value”. The same reason for disqualification also applies to the Serbian company “Top Geo”.

There were two Albanian companies in the competition, “Gjeokonsult & Co” and “Alb Matrix Group”. Both were disqualified due to “successful experience in performing similar services”. Both did not present evidence of previous similar services performed during the last 3 (three) years from the date of publication of the contract notice, in a value not less than 40% of the estimated contract value”.

A genuine scheme by Tan Agolli, or those who ordered the ADF to open the tender, given that during the last 3 years, no similar tender has been opened in Albania. Where could these companies find similar experience?

VoxNews has learned that a similar procedure was carried out almost 8 years ago, that of photographing the cities of Tirana and Durrës. Then, 0 lek allocated for aerial photography. Agolli was fully aware that no Albanian company, even though they meet all the other criteria with proper equipment, personnel and cameras, would meet this criterion.

If they didn't fulfill it, why didn't they make the tender with supporting entities and let these entities gain experience in "similar work"?! The whole procedure seems like a pure "stitching" of documents for the Turks, perhaps some promise made by the leaders of our state with those Turks, has brought about this whole procedure. But if the tender was destined to go where it did, why did the ADF waste time and effort to make papers? Why didn't it do it through negotiation?

VoxNews has researched the tender documents, specifically point 2.3, which "excluded" everyone from the competition. This point details the reason for disqualification, that of previous similar services performed over the last 3 years.

The entire procedure was questionable at the time of its opening by the Albanian Development Fund, this to cover the procedure of 3 years ago worth 6.7 million euros for satellites. The satellite tender initially failed, while later, with procedures that have not yet been published, the satellites "Albania 1" and "Albania 2" were launched in early 2023.

To this day, no details have been published about the winning firm, whether the procedures were followed, or what was filmed. State institutions still do not have the footage from these satellites in hand, and whether or not they are effective for erosion, fires, illegal construction, or even deforestation.

According to the documents, the ADF has switched from the famous satellites that were useless to airplanes. These are specific airplanes that film the territory from above and produce photographs of the entire area. The same as the airplanes that controlled Albania for drugs.
