Prime Minister Edi Rama has signed another permit for the husband of moderator Alketa Vejsiu, despite the opposition having accused him several times for the construction of a palace for Linda Rama's family, for botox, or even for the tenders that the government gives to the "Orion" company.
This time, the permit is huge, for the construction of a super resort in the Gjileka area, in Dhërmi, on the shores of the Ionian Sea, in one of the most elite areas of the Albanian Riviera, which has been severely "bitten" in recent years.
The company "Orion" is owned by Ardian (97.20%) and Niazi Nelo (2.80%), and will now expand its activity to the South, on an area of ??140 thousand square meters. Of course, after granting this permission, many questions arise; where did Ardian Nelo, Alketa Vejsi's ??husband, find all this area? The area is on the seashore, where in many cases there have been ownership conflicts. Who resolved all these problems?
But the most scandalous thing is that, as with all constructions on the seashore, the “Orion” project will also have private residences, villas or apartments, while making this complex only for the richest, channeling wealth and money into “one hand”. According to documents exclusively obtained by VoxNews, palaces, hotels or restaurants or shops will also be built on the entire 14-hectare area.

On September 25, 2025, the National Council of Territory and Water approved the revision of the conditions of the development permit for the facility "tourist, residential, hotel and services complex 1, 2 and 3 floors above ground and 1, 2, 3 floors underground" located in Perivolo, Gjilek, Dhërmi, Himara Municipality. This permit was signed only on December 31, 2025, while in recent days it has been disclosed by the Territorial Development Agency.
According to the documents, the site plan has undergone changes since the initial project of July 2024, while as with other projects, new buildings and facilities have been added. The total area has increased to 140 thousand square meters, while construction is in several phases.

The documents state that the geographical position is quite strategic, offering development opportunities and integration with the Albanian Riviera, which is one of the most prominent tourist attractions in Albania. The area is located on the southern coast, in Dhërmi, with proximity to the new national road Dhërmi - Palasë, part of the Himara municipality and has a wide exit to the high rocky coast of the Ionian Sea.

The documents that VoxNews has researched detail that the selected area has an area of ??140,898 m². "In the area there are no buildings with a historical and cultural character of the typical typologies of the southern tower-type dwelling or the typical Dhërmi dwelling. It contains numerous natural and cultural attractions, plant and animal diversity and provides favorable conditions for development ," the documents state.
According to her, the property has a wide outlet to the Ionian Sea, with a rugged and quite diverse coastline. “It is worth mentioning the diversity of the underwater and terrestrial flora and fauna, the natural landscape and the cultural and historical heritage of the area ,” it is usually written in the documents, where precisely this diversity will be destroyed at the time of construction of the entire resort.
The document states that in its current state, the area is also associated with several problems such as uncontrolled construction on the coast, cattle grazing, invasive species, fires, etc. Normally, the IKMT or IMT should have thought about uncontrolled construction, which remove debris every time the government gives permission for concreting a huge area. Heavy vehicles destroy wooden buildings and in their place a large mass of concrete will be poured.


In the documents that the AZT has revealed, it is written that the tourist complex will contain objects of different typologies. The first area will be with villas and apartments. Hundreds of villas of different types will be built.

The complex project also envisages the development of a luxury hotel in Dhërmi, which is envisioned to be a premier 5-star resort, harmonizing with the stunning natural landscape of the Ionian coast and surrounding mountains. “This high-end destination will offer exclusive and inclusive experiences, showcasing Albania’s rich cultural heritage, warm hospitality and stunning environment ,” the documents state.
According to her, the design will combine local stone, wood and sustainable materials to create a refined yet warm environment. “ Large spaces will allow natural light to permeate the premises, emphasizing the uninterrupted connection between the interior and the surrounding nature. The design will include elements that promote relaxation and well-being, such as fireplaces for pleasant winter stays, terraces for outdoor dining and spa facilities that offer regeneration throughout the year. The entire atmosphere will be characterized by a restrained luxury, where elegance meets authenticity and guests feel a deep sense of belonging and detachment from everyday life,” the document continues.


VoxNews reviewed documents from the National Business Center, which show that the company "Orion" is owned by Ardian Nelon with 97.20% and Niazi Nelon with 2.80%. In 2025, this company published the profit balances of the previous year, which shows that the net profit in that year was 68,460,237 lekë.
