An individual, the owner of several companies, is the key to unraveling two of the files that are already in the hands of SPAK, the secret tenders of AKSHI and the DURANA affair. He is Gëzim Hoxha, whose name appears in all the files, but has so far been amnestied by law enforcement institutions.

The name of Gëzim Hoxha and his main company "First" is found on many pages and files of the AKSHI file, he has also collaborated very closely with Ermal Beqiri, giving and receiving "work", worth millions of euros. The Special Prosecution's file details the tenders that Hoxha has received, where in one case he has declared that he has received from AKSHI a full 60 million euros in secret tenders, while he has then paid Beqiri, with a considerable amount.

Meanwhile, another connection between Gëzim Hoxha and Ermal Beqiri and other oligarchs comes to light in the DURANA affair, with shell and fictitious companies registered in Xhafzotaj, where after receiving tens of millions of euros from public money, they spent it on these firms and did not pay taxes, profit tax or had lenience with workers or even imported goods.

A genuine extortion scheme, where the actions of the government officials paved the way for the creation of a fictitious structure, behind which stood the sharks of public money, including the aforementioned, who acted as a genuine criminal group.

Data analyzed by the VoxNews editorial team shows that Gëzim Hoxha set up a scheme to launder the money he received from tenders, by diverting it to other companies in the same field, or recently even to virtual companies of DURANA.

His main company, with which he has entered tenders mainly at the National Electricity Agency or even at the OST, has received over 100 million euros in recent years. Of course, the profits must have been staggering for Gëzim Hoxha himself, but as the declared balance sheets show, he writes that in 2024 he earned 120 million lekë and in 2023 he earned 36 million lekë.

In total, during these two years it has received about 1.6 million euros in profit and paid dividends of about 130 thousand euros.

However, in these same years, it turns out that he has received tens of millions of euros in secret and uncompetitive tenders. Shortly before making the balance sheet for 2024, Gëzim Hoxha managed to get paid by the State Treasury with a full 15 million euros. The payment was made in November 2024, while the payer was the National Authority for Cyber ??Security. These payments were made for cyber attacks, despite the fact that all state systems were attacked and hacked.

Në të njëjtën dosje është edhe një rrëfim i gjatë i Gëzim Hoxhës, i cili deklaron se “AKSHI ka prokuruar një procedurë tjetër, që kishte të bënte me fushën e sigurisë kibernetike me AKSIK, pra menaxhimin e rrezikut të institucioneve shtetërore, procedurë në të cilën ne kemi marrë pjesë dhe jemi shpallur fitues si operator ekonomik i vetëm. Ne kemi pasur si nënkontraktorë  ‘Soft & Solution’, për shkak se ka pasur eksperiencë. Pasi u shpallëm fitues, Beqiri më tha se do të bashkëpunonim me një kompani tjetër” ka pohuar Gëzim Hoxha.

Dyshimet janë se, futja si nënkontraktor i Beqirit, është bërë në formë haraçi, pra “gjobë”.

Në të njëjtën dosje, të siguruar nga VoxNews, detajohet se Gëzim Hoxha, pronar i kompanisë “First” ka deklaruar se ka pasur një tjetër bashkëpunim me shoqërinë “EA Solution”. “Përsa i përket rasteve të tjera të bashkëpunimit me shoqërinë ‘EA Solution’ sh.p.k, shtetasi Gezim Hoxha deklaroi se ‘ .. kemi patur dhe një bashkëpunim tjetër, për shkak se vitin e kaluar, ndoshta në muajin tetor të vitit 2024, ne kemi fituar një procedurë tjetër prokurimi me AKSHI-n dhe AKSIK, me një vlerë të lartë prej rreth 60 milionë euro. Ky tender është sekret dhe aty kemi nënkontraktuar disa shërbime nga shoqëria ‘EA Solution’, të cilat kanë një vlerë prej rreth 60.000.000 lekë të reja” thuhet në dosje.

E shkruar mjaft qartë, që Gëzim Hoxha ka përfituar një tender të majmë sekret nga qeveria me vlerë plot 60 milionë euro. Para se Gëzimi të bashkëpunonte me krerët e AKSHI-t, firma “First” xhironte deri në rreth 2 milionë euro, ndërsa në vitet e fundit, arriti të xhirojë mbi 100 milionë euro.

Fijet mes Gëzim Hoxhës dhe Ermal Beqirit lidhen sërish, kësaj herë në parkun fiktiv të teknologjisë së informacionit, DURANA. Një park i ngritur nga Elira Kokona e Korporatës së Investimeve Shqiptare, e cila pa ndërtuar asnjë godinë, “zhvendosi” në atë adresë rreth 50 firma, me pronarë emra të njohur, disa prej të cilëve me dosje në SPAK.

The company's objective is to create and operate research and development laboratories in the fields of ICT, AI, ML, IoT, digitalization and cybersecurity.

At the same time, in November 2025, Gëzim Hoxha opened another shell or fictitious company with an address in Xhafzotaj, calling it “Box Artificial Logic”. Shkodrani seems to have been born “with a shirt”, as in one move he managed to register two companies with the “blessing” of Elira Kokona, who in return forgave him taxes, dividends or customs relief.

A genuine scheme to launder money received from secret tenders, where to this day it is still not known exactly how much money Gëzim Hoxha received in total, or the people hiding behind it.
