Three employees of the High Judicial Council, an institution established by the so-called "new justice", are suspected of having repeatedly abused tenders worth millions of euros. The scandal was discovered by the Public Procurement Agency itself, which develops and is the "first level" of control of tender procedures, where it was proven that these employees were involved in a suspicious scheme.

But, the question that arises after this administrative investigation is whether these employees, or the heads of the High Judicial Council, will be investigated for abuse of office, inequality in tenders by the Special Prosecutor's Office?! And if so, the matter even goes into the hands of the judge, is there no conflict of interest, given that the "black squads" were appointed precisely by the High Judicial Council?!

VoxNews has continuously reported on numerous problems in the announced tenders, the announcements of the winners, the established criteria or even the non-implementation of court decisions or the Public Procurement Code by the employees of the High Judicial Council. Perhaps these employees, or its leaders, thinking that they are a "government in their own right", can do whatever they want with the money received from the state budget. Not only that, since they decide who they will give the procedures to, thus undermining its functionality.

The editorial staff of VoxNews has researched documents from the Public Procurement Agency, which on January 14, 2026, published an administrative investigation launched by the High Judicial Council. This is an administrative investigation launched by the PPA itself, while it is advertised by a "third party".

At the end of the administrative control, a violation was found in a tender procedure. It is an "open" tender and a public contract for services. "The contracting authority did not act in accordance with Article 16 of the Law 'on Public Procurement', as it should not make public information/documentation of economic operators participating in the procedure, labeled as confidential in the procurement procedure," the document states.

Why does the High Judicial Council make these violations so obvious? The document does not provide details of the controlled procedure, only the violation, which more closely resembles a defense against the owners and the company itself. For a long time, there has been an open "war" of the largest information technology companies, from those identified by SPAK's investigations, or those registered in the fictitious DURANA park, for the KLGJ's tenders.

Data has been published on the names of the companies and owners behind it, closely linked to the majority, and there has even been a strong "battle" and lobbying over who would receive the KLGJ tenders.

Finally, the document states that "APP decided to propose to the head of the Contracting Authority, taking disciplinary measures against 3 persons, in the capacity of members of the appeal review committee, according to the findings in the decision". It looks more like a witch hunt even within the Supreme Court of Justice, where the strong interventions of the majority have brought about a fair situation. In fact, the vast majority of tenders developed by this Council have been appealed, changed and sent to court.

A few months ago, the editorial staff of VoxNews published an investigation, where the Supreme Judicial Council had canceled the tender worth 1.7 million euros, since the documents announced by it were incorrect. Last summer, the Supreme Judicial Council canceled the tender with the object of "purchase of software/hardware to increase cybersecurity capacities". The limit fund of the procedure was a full 171 million lek excluding VAT.

“The reasons for the cancellation are because it is found that the tender documents contain significant errors or shortcomings,” the document states. A sentence that clearly describes the “integrity” of this Council. Who made these mistakes? If the new justice system itself makes mistakes, what should citizens expect? Do these “errors” restore citizens’ trust in justice?

The biggest fight within the High Judicial Council was over a tender worth 10 million euros. In August 2025, the Public Procurement Commission accepted a complaint from the firm that offered less. Which meant that the winner of the tender should have been the one that offered a full 1.2 million euros less. But, since the "government" of the judiciary could have given the floor to people close to the majority, the High Judicial Council did not even consider this decision. It even rushed to issue another winner announcement, re-declaring the same firm, the brother of former minister Damian Gjiknuri, and Ermal Beqiri, who would later also appear in the SPAK file and is currently wanted as a member of a criminal group.

A tender worth 10 million euros has been passed through several institutions, after the initial announcement of the winner in April 2025. Initially, the parties complained to the APP, then to the KPP, while one party has also gone to court. Meanwhile, a few days ago, according to documents available to VoxNews, the Public Procurement Commission has accepted the complaint of the company "Advanced Business Solution".

However, this company, although it was offered 818 million lek, was not declared the winner, compared to the offer of 924 million lek from BOE “Kreatx” and “Soft and Solution”. The latter is owned by businessman Ermal Beqiri, while “Kreatx” is partially owned by Panajot Gjiknuri, the brother of former minister Damian Gjiknuri.

The decision of the KPP was given in early August 2025, while the High Judicial Council re-announced the same winners on August 20, 2025, despite having a higher bid. A courageous decision by the KLGJ, which ignores any decision-making by other institutions. A frightening arrogance, because even if the case goes to court, the KLGJ is still privileged. Doesn't it control the courts?
