The toxic waste scandal, why were the "bosses" of Kurum, AKM, Bajrami N, Sokolaj Shpk and the customs officers of the port of Durres handcuffed!

The Durrës Prosecutor's Office issued 33 security measures against persons suspected of involvement in the hazardous waste scandal related to the " Kurum " company.

Of these, 26 are " prison arrest " measures and 7 are " house arrest " measures. The operation to execute the measures has been extended to 3 cities, Tirana, Durrës and Elbasan .

Among the people for whom these measures have been signed are managers of " Kurum International " and the Albanian company " Sokolaj ", as well as customs officials and businessmen.

A security measure has also been issued for the former director of the National Environmental Agency, Arta Dollanin, who has been placed under " house arrest " for abuse of office and violation of legal procedures regarding the supervision and issuance of environmental permits.

Investigations have confirmed that the waste seized in 102 containers has proven to be hazardous, following laboratory analyses conducted by the competent authorities.

This waste was blocked at the Port of Durres, following suspicions that it was being treated or transported in violation of the law and environmental standards.

Based on the Prosecution's file, VoxNews has revealed the reason why these arrest measures were issued against the " bosses " of Kurum, the National Environmental Agency , the companies Bajrami N, Sokolaj Shpk and the customs officers of the port of Durres .

“ Kurum International ”

Two administrators of KURUM, the Turkish iron and steel production company operating in Elbasan since 2009, are under arrest in prison, Erdal Demir , the Turk of Kurum International , and Yusus Sezai , the company's administrator and prosecutor.

At KURUM, Durrës prosecutor Suela Beluli signed a prison arrest warrant for 5 others, including the director of transportation, the director of steel production, and the sales department.

Burg edhe për pronaren e kompanisë “Sokolaj”,  Gjovana Sokolaj, dhe ish administratoren Olizana Pemati. Kompania, më 1 gusht 2023, kishte blerë mbetjet nga Kurum për t’i eksportuar me përshkrimin “oksid hekuri”, eksporti i të cilës është i lejuar pasi nuk konsiderohet i rrezikshëm.

Sipas dosjes hetimore, shoqëria Kurum dhe kompania Sokolaj, në fakt ishin në dijeni të plotë të mbetjeve të rrezikshme dhe kanë falsifikuar faturat e shitjes duke i fshehur.

Arrest shtëpie, dhe për kontabilisten e “Sokolaj”.

Përveç transaksionit të kryer me kompaninë Sokolaj, Prokuroria e Durrësit e akuzon Kurum edhe për shkelje të tjera mjedisore, të cilat lidhen me transferimin e një sasie të madhe mbetjesh të rrezikshme drejt kompanisë “Alliance Resource”, e cila sipas akuzës nuk ka kushtet për trajtimin e tyre, si dhe përpunimin e skorjeve përmes kompanisë Bajrami N, që sipas prokurorisë nuk ka leje për trajtimin e tyre.

Gjykata caktoi arrest me burg për aksioneren e “Alliance Resource” Mbarime Koroci, si dhe pronarin dhe administratorin e kompanisë “Bajrami N”, Nazif Bajrami dhe Andon Prifti.

Mashtrimet dhe falsifikimet e dokumentave nga Kurum dhe shoqëria Sokolaj, u lehtësuan dhe nga zyrtarët e institucioneve shtetërore që duhet të kishin qenë një filtër parandalues, por që në të vërtetë, rezultuan si ingranazhe mbështetëse.

Në doganën e Durrësit faturat doganore kalojnë nëpër duart e agjentëve privat dhe atyre shtetëror, duke ndryshuar percaktimet teknike të cilat transformohen nga oksid hekuri, në oksid hekuri (Zn) e përfundojnë në koncentrat zinku.

Agjensia Kombëtare e Mjedisit ‘mbylli njërin sy’ për mbetjet e KURUM

Tek Agjencia Kombëtare e Mjedisit, janë lëshuar 7 masa sigurie.

Ish drejtoresha e Agjencisë Arta Dollani, në arrest shtëpie bashkë me drejtuesen aktuale, Marjeta Përlala.

Të tjerët, punonjës nga sektori i lejeve mjedisore, monitorimi i tyre, dhe nga drejtoria e inspektimit.

5 doganierë të Durrësit gjithashtu me masa sigurisë bashkë me aksionerin e agjencisë doganore “Joti Spedition” dhe 2 inspektorë të autoritetit portual.

Me përgjegjësi, hetimi gjen edhe kompaninë gjermane koncesionare të terminalit lindor në portin e Durrësit, EMS APO ku u depozituan mbetjet, për shkak se kompania nuk ishte pajisur me leje mjedisore për pranimin e tyre dhe as ka raportuar për to.

Ndaj masa sigurie ka edhe për 2 administratorët e kompanisë, njëri shqiptar e tjetri gjerman, si dhe një punonjës.

Kompania EMS APO sipas organit të akuzës i ka dhënë kompanisë Sokolaj hapësirë për depozitimin e mbetjeve në portin e Durrësit, përmes disa kontratave të qirasë të lidhura me kompaninë GS Minerals d.o.o, me seli në Kroaci, e kontrolluar gjithashtu nga familja Sokolaj.

Ndaj arrest me burg u caktua edhe për Doni Sokolaj, administratorin e kësaj kompanie.

It was the environmental organization ' Basel Action Network ' that raised the alarm that tons of hazardous waste could be hidden inside them.

In this case, the European Union's Anti-Fraud Office, OLAF, in Brussels, was also involved in the investigation.
