The 4-4 split of the Constitutional Court on the government's request regarding the suspension of Deputy Prime Minister Belinda Balluku did not save the latter from the security measure granted by the Special Court, but it will likely not extinguish the legal debate in parliament on SPAK's other request, that of lifting her immunity.

Voxnews sources from the majority suggest that the Socialists will interpret this division of the Constitutional Court as a lack of decision-making, as a majority of 5 votes was not secured, for or against the suspension measure.

Consequently, sources say, the Constitutional Court failed to set a precedent as to whether a court of other instances can suspend a minister, who according to the Constitution enjoys the immunity of a deputy.

Seen from this perspective, according to the socialists, the reinstatement of the suspension measure for the Deputy Prime Minister and the Minister of Infrastructure and Energy is not a product of examining the substance of the conflict between the Government on the one hand and SPAK and the Special Court on the other, but is a procedural product foreseen by the legislator to avoid deadlocks in cases where there is no decision-making, as in the specific case.
