The data published by the Ministry of Finance regarding the revenues provided by the municipalities in the January-September period of this year suggest the extent of the massive depopulation of the country, especially in the small municipalities.
According to the 9-month financial report, the municipalities collected almost 3.5 million euros less than the same period last year and more than 10 million euros less than the initial planning, even though the country's economy, according to official data, grew by more than 3 percent.
The figures show that the housing tax, a tax that municipalities benefit from citizens who are residents of their homes, or who actively live in the territory of the municipalities, suffered the biggest decrease compared to the 9-month period of last year.
The decrease of this tax is 8 percent compared to a year ago, or a little more than 3.5 million euros. The data show that the decrease in income from this tax was recorded in all the municipalities of the north of the country, where the dimensions of depopulation are more massive, in the deep mountainous areas of the south, but also in the small municipalities of Central Albania.
This indicator suggests that the decline in the collection of this tax can be related to two factors. The first is the departure of citizens from small municipalities and the second, that the municipalities may have been "generous" before the May 14 elections, by tolerating the collection of this tax.
In any case, the decline in income shows that without the support of the central government, the small municipalities of the country are powerless to cover their own expenses, let alone to undertake major and strategic investments for the community.
The government has allocated 650 million euros as support for municipalities in the next year's draft budget. Half of this amount will be given in the form of grants.
