The tender procedure for the construction of the new commercial port in Porto Romano was interrupted after the only company remaining in the competition withdrew from the process.

The Archirodon company , which did not submit a financial offer within the deadline set on March 9, causing the procedure to not proceed further.

The tender had an estimated value of around 400 million euros and aimed to build a new commercial port in Porto Romano, a project considered key for the development of port infrastructure and the country's economy.

The Minister of Infrastructure and Energy, Enea Karakaçi, has also reacted to this withdrawal.

After the end of the Government meeting, Karakaçi announced that the withdrawal of the last bidder is related to economic reasons, mainly to the increase in project costs as a result of the crisis and the general increase in market prices.

He said the project will be finalized, but without giving a date.

However, although everything has returned to zero, the Port has on paper "eaten" millions of euros so far.

Tender for design

On September 12, 2022, the Albanian Government announced the tender for the Detailed Design of the New Integrated Commercial Port of Durrës in Porto Romano. The source of financing was from the institution's own funds.

Limit fund: 1.36 billion lekë (about 13.8 million euros) This fund was increased by about 20% with a decision published in Bulletin No. 129, year 2022, which reached the figure of about 17 million euros. 

Consulting contract

The history of the tender for the construction of the New Port of Durres began with determined winners in design, consultancy and construction, who were: Royal Haskoning in design, Royal Haskoning in tender consultancy, and Archirodon (Cyprus) in construction.

Haskoning was both the winner of the project and the winner of the consultancy, receiving the right to tender for 12 million euros, a procedure that legally belongs to the contracting authority.

Expropriations cost 8.2 million euros

The government will pay 815 million lek or 8.2 million euros to expropriate private owners whose land was taken for the construction of the new port in Porto Romano.

This money was paid to the company that designed the project for the New Integrated Commercial Port of Durres in Porto Romano.

The tender for the construction of the Port in Porto Romano was worth 400 million euros and financed from the State Budget.
