A 31-year-old woman, who opened a construction company in 2022, will build three towers in one of the most popular areas in Tirana, in the former "Eagle" square, near the Grand Ring Road. She is Ariola Hysa, the registered owner of the firm "He-In Invest", who, without any experience in construction or capital, managed to obtain a permit from the government.
Vox News has exclusively obtained documents from the National Council of Territories, notarial documents or even other contracts, which shed light on an attempt by another entrepreneur to camouflage himself under the name of the 31-year-old. There are strong suspicions that behind Ariola, born in 1994, stands none other than Anton Gjinaj, owner of the company "Alesio 2014".
Both Gjinaj and the company have had problems with the law, as Antoni has been convicted in Spain, while the Special Prosecution Office also seized his construction company. The suspicions are that, with SPAK behind him, Gjinaj founded another company to continue the construction activity, where Ariola was made the "owner".
Vox News has just cross-referenced documents from the KKTU, the Central Bank, trade balances and open data, where the connection between Hysa and Gjinaj is quite clear, while law enforcement institutions are open to verifying this data, whether it is about money laundering, attempts to evade justice or other criminal offenses.

In recent days, after a full ordeal of verifications, the KKTU has released the construction permit for the company "He-IN Invest". It is about "approval of the construction permit for a 'residential complex and commercial services with 2, 24, 26 and 28 floors above ground and 3 floors underground' located in Tirana, the former "Eagle" square.
Vox News has obtained these documents, which state that the area has a favorable strategic position, where the Tirana Ring Road passes and at a distance of about 3 kilometers from the city center. “The total area of ??the property to be developed is 13,879 m². The construction area above ground is 74,500 m², while the underground construction area reaches 28,470 m²,” the documents state.



The owner of this firm is to build a total of 3 towers, the tallest of which will be 28 stories high at the entrance to Tirana. " The proposed residential complex consists of three multi-story towers, respectively 24, 26 and 28 stories above ground. The building is conceived as a mixed-use structure, integrating residential and commercial functions. The first two floors of each tower are connected to each other, functioning as a unique structure dedicated to service functions," the document continues.



In the deed of incorporation, the company that has managed to obtain the above super permit was established in 2022. "The company has its registered office at the address: Tirana, Administrative Unit No. 11, Lord Bajron Street, Building No. 14," the document states.
Meanwhile, Vox News has browsed other documents at the Central Registry Office, this time of the company “Alesio 2014”. It turns out that this company, owned by Mr. Anton Gjinaj, has its headquarters in “Tirana, Municipal Unit No. 11, Lord Bajron Street, private apartment no. 14”.
So, both had the same address. Is this an indication that proves that behind the 31-year-old is exactly Anton Gjinaj?! The latter, according to the official website of the Special Prosecution, has been sentenced to 8 years in prison by Spanish justice on charges of drug trafficking, while he was arrested in Montenegro, at the request of Spain.

But, does the company "He-In Invest" have human or even financial capacities?! Vox News has reviewed the data of this company, which shows that its initial capital, at the time of its establishment, was only 100 lek. Later, it published in 2025 the balance sheet of 2024.
This year, this company has declared a loss in the amount of 9,939,524 lekë, or about 100 thousand euros. Of course, after this capital and the loss in the following year, everyone can give an opinion, while the suspicions are that we are dealing with a prestanoma of the firm "Alesio 2014".
