Road construction in Albania has been one of the biggest gangrenes, as abuses are becoming apparent with collapsed segments, cracked asphalt, broken bridges and everything else. And, in all this situation, here comes another very suspicious case, on the new Kombinat–Ndroq–Plepa road that is being built, where the government is “rewarding” construction firms.

The situation on the ground is terrible, as when it rains the entire road is filled with mud and when it is sunny it is filled with dust. But this has not stopped the new General Director of the Albanian Road Authority, Ami Kozeli, a confidant of the former Minister of Infrastructure and Energy, Belinda Balluku, from increasing the funds for the winning firms, those who are dragging out the entire process.

In recent days, the ARRSH has issued a notice to the Public Procurement Agency stating that it has made a modification to the contract, more precisely, it has awarded an additional value to the tender for the first lot, the tender with the object of "reconstruction of the old Kombinat - Ndroq - Plepa road, lot 1".

The Authority writes that the limit fund of this contract extension is a full 113,444,943 lek, or about 1.2 million euros. But, if additional funds are given, what is the situation on the ground?!

Vox News has learned that the first 5 kilometers will not be completed before 2026, or at the end of last year, as former Minister Balluku stated. The road began construction in the fall of 2024, while its length is about 30 kilometers.

"The contractual deadline is in May 2026, but our goal is to complete these first 5 kilometers on New Year's Eve. The road will go from a rural road to a category C road, with two lanes and speeds from 50 to 100 km/h," said Balluku.

Currently, in the first kilometers of this lot, there are still unfinished works, with large potholes and everything else that has not been completed.

But how much does the whole road cost, and especially the first lot that was given an additional fund?

Vox News has learned that the total cost for the reconstruction of the old Tirana - Ndroq - Plepa road is 87 million euros, while the length of the axis is 28 kilometers. The first lot was won by BOE "ARIFAJ" & "EUROKOS HOLDING".

The limit fund of this lot, for 5 kilometers of reconstruction, was 754 million lek, or about 7.6 million euros. The winning firms offered 567 million lek, or about 5.7 million euros. Despite the fact that the cost of rehabilitation of 1 km was more than 1.1 million euros, even with a two-lane road, the winners still requested additional funds.

Now, with the additional funding, the cost has gone up to more than 1.4 million euros per kilometer. This is not about a new road, but the rehabilitation of the existing one!
