A decision by the Public Procurement Commission has exposed Dritan Agolli, the head of the Albanian Development Fund, in connection with the pre-scheduling of a tender worth 5.4 million euros. The decision sheds light on the criteria set by the ADF, which appear to have been favorable to some and discriminatory to others.

Serious accusations from one state body against another, which undoubtedly deserve a full and comprehensive investigation, as we are dealing with the commission of several criminal offenses by the Fund's leaders. Even with considerable economic damage to the state budget.

The editorial staff of Vox News has researched documents from the Public Procurement Agency, but also the Public Procurement Commission, which speak of a pre-determination of the tender for the rehabilitation of the coastline in Durrës, money that has been spent for many years in an attempt to help Arab firms, or their subcontractors, that are building buildings in the territory of the Port of Durrës.

According to documents available to the Vox News editorial team, a few months ago, the ADF opened a tender for "interventions to increase the tourist offer and for the functional and aesthetic improvement of the coast, Municipality of Durrës".

There was a tender for filling the coastline with sand, while the procedure fund was a full 540 million lek.

"The reasons for the cancellation are due to the decision of the Public Procurement Commission, dated February 10, 2026, administered at the ADF on February 13, 2026. It has been decided that the contracting authority cancels the procurement procedure ," the document states.

Vox News reviewed the decision of the Public Procurement Commission, which reveals that the complaining company was Lis Konstruksion, which submitted a bid of 450 million lek in this tender. More than the bid, this company complained about the criteria set out in the documents.

It is learned that 20 companies participated in the tender and only 3 of them qualified. Among the qualified companies was the Curri company, which was also declared the winner, as well as the FUSHA company, which has always been Tan Agolli's "preferred".

Meanwhile, the documents state that the criteria for selecting the winner was the most economically advantageous offer based on cost and the organizational ability, qualification and experience of the staff for specific additional works.

"The economic operator to be assessed for this criterion must prove that it possesses technical merit, organizational skills, qualifications and experience of the staff that has been appointed in previous similar experiences in carrying out specific works and volumes as follows: - Works for paving with washed concrete with an area of ??not less than 48,434 m² for contracts carried out during the last three years," the decision of the Public Procurement Commission states.

The Commission further writes that the drafting of the qualification criteria and that of the selection of the winner are inconsistent with the required documentation, which constitutes a reason for the cancellation of this procurement procedure, creating confusion over their fulfillment and placing interested bidders in unequal conditions.

The same committee considers that the drafting of the estimate structure not in accordance with the legal/sub-legal acts in force of the special construction legislation constitutes a reason for the cancellation of this procurement procedure.

"In this sense, the contracting authority must cancel the procurement procedure subject to appeal and, in its re-publication, take into account the provisions of this decision," the Commission asserts, giving a heavy "slap" to the Albanian Development Fund itself.

Concrete facts, where a high-ranking official, who procures tens of millions of euros per week, is caught with serious violations. But, if the first time is called a mistake, the second a repetition of the mistake, the third time the employee made a mistake, what about the 5th, 10th or 100th time?! Is the head of this authority guilty of all these violations?
