Intentionally or unintentionally, in two days of the action against the buildings and additions without permission, the Government has highlighted the two standards of the law, as Voxnews.al denounced and warned in an earlier article, also bringing examples from ordinary citizens.

In that article, Voxnews questioned whether the government would apply the same standard to powerful builders who flouted the law under its nose. We did not bring examples, but the Government itself gave two of them.

Belinda Balluku appeared from the first floor of the building without permission built by Lul Morina in the Farka area and threatened her in front of the cameras "leaving her three options". The same thing happened to the palace of Pëllumb Salillar, considered the oligarch of road tenders, who was blocked from an unauthorized addition of 1,200 square meters in the Farka area.

It was not Belinda Balluku who appeared to denounce Salillar's case, but Interior Minister Bledi Çuçi. The face in front of the camera changed, but not the content. Like Balluku, Çuçi also gave Salillar three options: either to buy the addition that he had built without permission, or to donate it, or to confiscate it.

In both cases the shackles of prison are not mentioned. Neither Lul Morina nor Salillari will spend a single day in prison, as Bojken Laku did for opening a window without permission in a state warehouse, or as Sokol Nurellari in Kavajë who spent several months in prison for building a new house in the same plot.

The show full of "tam-tame" in front of the cameras of Balluk and Çuçi raises doubts that the action is more propaganda than real, because otherwise the state had no reason to go to Lul Morin and Pëllumb Salillar with cameras and stools, but had implemented the law as in the case of Bojken Lako and Sokol Nurellar in Gërmenj i Kavaja.

Sot, as Morina dhe as Salillari nuk janë në burg dhe të lirë janë edhe zyrtarët lokalë të Policisë së Shtetit, apo IKMT-së që lejuan shkeljen, megjithëse Balluku foli për një hetim të thelluar për të kuptuar se si na u ngrit një pallat pa leje në Tiranë.

Është e paqartë nëse hetimi ka nisur e në çfarë faze është, por kur po mbushet java nuk ka asnjë prej punonjësve shtetërorë me kompetenca të mbrojtjes së territorit në Farkë pas hekurave, ndryshe nga ç’ndodh rëndom me kryepleqtë e fshatrave ku nuk denoncojnë raste të ngjashme.

Janë me dhjetra njoftimet e policisë për arrestimin që flasin për arrestim, apo procedim të kryepleqëve të fshatrave se nuk kanë ‘spiunuar’ ndërtimet pa leje në zonat që mbulojnë. Në Tiranë, një pallat pa leje dhe një tjetër me shtesë pa leje nuk kanë ende fajtorë për shkeljen e ligjit. Rastësi, apo dy standarde të shtetit?
