The one who had political connections, in addition to the sea, also took the mountains.

He who promised an end to the coastal massacre with a stroke of the pen created new owners of the sea and land, mountains and roads; thus he legislated the privatization of the coastline for his sponsor's friends from Velipoja to Butrint.

Jala is just a symbol of arrogance towards the values of the rule of law.

Restoration of the law? Free market economy? Anti-corruption? Urban renaissance? Sustainable development? End of abuse/arrogance?

They were promises.

Once they were translated into votes and finished their function, they turned into slogans for public consumption.

A consensual feature here and the same in all authoritarian and corrupt models.
