Russia has said that representatives of European countries will not participate in the next round of negotiations on the war in Ukraine, which is expected to take place next month in Abu Dhabi.

The announcement was made by the Russian presidential aide for foreign policy, Yuri Ushakov, who stressed that the upcoming talks will take place in a trilateral format between Russia, the United States and Ukraine. According to him, the date of the meeting has not yet been determined, although there is an expectation that it will be held in November.

At the same time, the Kremlin reiterated its position that any potential peace agreement must include mutual security guarantees for both Russia and Ukraine.

According to Moscow, security guarantees cannot be unilateral and will constitute one of the main topics of discussion in the upcoming negotiations. However, Russian authorities have not revealed details on the concrete proposals or the conditions they seek to include in an agreement.

The issue of security guarantees remains one of the most complicated points in the negotiations. Ukraine seeks mechanisms that would prevent a new Russian attack in the future, while Moscow insists that its security concerns must also be taken into account in any agreement to end the war.

Meanwhile, Ushakov announced that the participation of European countries in the negotiations was not discussed during telephone conversations that Russian President Vladimir Putin held with Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre.

After the phone call with Putin, the Norwegian prime minister said that there continue to be "significant differences" between the parties regarding the war in Ukraine. On the other hand, Polish prime minister Donald Tusk spoke of "moderate optimism" on the European side regarding the next round of talks.

However, despite diplomatic signals, no concrete progress has yet been achieved and there is no official date for the next meeting.

Negotiations remain conditioned by disagreements over security, territory, and conditions for ending the war that has been going on since February 2022.
