Less than a year after the salary reform, the government has prepared the next decision on salary increases for several key positions in the state administration.

The Council of Ministers has approved several additions and amendments to the decision regulating the salary structure, salary levels and other salary supplements for deputy ministers, cabinet officials, prefects, sub-prefects, civil servants and employees of several public administration institutions.

The changes proposed by the Deputy Prime Minister aim to update and improve the regulatory framework for salaries in the civil service.

The new decision includes specific changes such as replacing the tables that are an integral part of the initial decision with a new link with the same number and name, which is attached to the latest decision.

This means that the salary structure and categorizations of institutions or positions may be redesigned.

The government decision provides for a salary increase for secretaries and deputy secretaries general. A monthly supplement of 65,000 (sixty-five thousand) lek is established for employees in the positions of "Secretary General" and "Deputy Secretary General".

This represents a significant increase in the salary supplement for these key management positions. The new decision also clarifies the position of “coordinator”. A subdivision has also been changed to clearly define the position of “coordinator” within the management units under the Secretary General and Deputy Secretary General. This clarification may affect the categorization and determination of the salary for these roles. The financial effects resulting from the implementation of this decision for 2025 will be covered by the budget approved for the Prime Minister’s Office for this year. These effects will start from the moment of appointment of civil servants/employees to the positions affected by these changes. This decision is expected to directly affect the income of a significant part of the management staff and civil servants in the Albanian public administration.

Increasing salaries and pensions has been the battle horse that Prime Minister Rama came up with during his electoral campaign. He has even mentioned professions such as teachers, administration employees, doctors, military and police officers.

"The salaries of teachers, administrative employees, doctors, military personnel, and police officers will increase further for another reason: because two reactions are created. One reaction is why salaries and not pensions? Why only those who work in the state? When the state increases salaries, the private sector follows behind. We have managed to be competitive with banks at certain levels and we need highly prepared people, especially because of negotiations. Second, every salary increase is good news for the pension perspective, because income from insurance increases and when the state becomes an incentive for private sector salaries, it also takes from private sector salaries and adds to the Insurance Fund, and today we have it much more solid than we had," declared the prime minister during a meeting with teachers in March of this year.

The average salary is expected to reach 1,000 euros per month in the private and public sectors together, while the minimum salary, which Rama pledges to be 500 euros within his fourth term, will be easier for entrepreneurs.
