According to the report of the Council of Europe for 2022, Albania ranks among the countries with the highest number of prisoners in relation to the population, with 176 per 100 thousand inhabitants. This figure not only ranks us among the first European countries with the highest number, but also ranks us first in the region.

After our country, at the regional level, Serbia ranks with 155 prisoners per 100,000 inhabitants. It is worth noting that the European average for this indicator is 117 prisoners per 100,000 inhabitants. Compared to 2021, an increase in the number of prisoners in Albania per 100,000 inhabitants is observed by 8.2%. Liechtenstein ranks as the country with the lowest rate of prisoners per 100,000 inhabitants.

Among other things, we conclude from the data that Albania is the third among the 47 European countries, which has recorded the highest increase in the number of prisoners from 2005 to 2022, with 61%. Meanwhile, the number of prisoners in most of the countries of Europe, during this period, appears to be decreasing.

On the other hand, a very interesting figure that places us among the first in the region, but for the better, is that of the percentage of imprisoned women. The data show that Albania is the second country in Europe with the lowest percentage of convicted women. Women account for 1.2% of prisoners in our country for 2022.

Another interesting indicator in this report is related to the percentage of foreign prisoners in prisons. According to the figures of the Council of Europe, Albania is positioned among the countries with the lowest percentage. Data for 2022 speak of a weight of 2.1% of foreign prisoners in our country.

But how does Albania appear in the ranking in terms of the rate of prisoners who do not serve the final sentence? According to the data analyzed by Scan Intel, Albania is the third country in Europe with the highest percentage of prisoners who do not serve the sentence given by the court. The rate for Albania for 2022 is calculated at 58%, so more than half do not serve the sentence.
