Electronic payments/ Pilot project starts in Tirana, Dibër and Permet

The Council of Ministers has passed the decision on the pilot project for the use of fast electronic payments. This initiative, which will be implemented initially in three cities, aims to increase competition and innovation in the financial sector, offering a fair and fast distribution of financial services and products to citizens.

According to the Minister of State for Entrepreneurship and Business Climate, Delina Ibrahimaj, the selection of citizens who will be involved in this project will be done transparently and randomly, ensuring fair representation of different groups based on age and gender.

In the decision, it is determined that the total number of beneficiaries who will be included in this pilot project is 300, where each of them will be given a monetary value of 10,000 lek per month intended for personal expenses!

Geographically, the implementation of the project will extend to three municipalities, starting with Tirana, where it will be applied in Administrative Unit no. 5, as well as in the Municipality of Dibra and Permet.

"The selection of beneficiaries to be included in this pilot project will be carried out in a random and transparent manner, and will be such as to guarantee a fair age composition that includes beneficiaries from the age groups 18-30 years, 30-40 years respectively , 40-50 years old, 50-60 years old as well as 60-70 years old and their gender, who live within a close geographical space within the territory of the municipality of Tirana, Dibër and Përmet", it is clarified in the decision of the Minister of State for Entrepreneurship and Climate of Business that was passed today at the meeting of the Council of Ministers.

The monetary value determined for each citizen who will be part of this pilot project will be disbursed in the form of a bank transfer, within the 10th of each month, in the period from May to August 2024.

Beneficiaries must sign the declaration of consent to participate in the pilot project under the specified conditions.

The beneficiary uses the value transferred only through applications that enable fast payments, selected by him, based on the list made available by the State Agency for Support of Startups and Facilitators.

The retail trade entities that will be part of this project will be selected in fair proportion to the geographical proximity of the location of the beneficiaries within the territory of the municipality of Tirana, Dibër and Përmet.

The execution and confirmation of the payment by the selected citizens will be done in real time through the electronic wallet offered by electronic money institutions and other financial institutions and will be realized through the use of the QR code of the fiscalized invoice according to a technical procedure.

Each invoice generated by the system is accompanied only by a QR code of the fiscalized invoice and contains information on the bank accounts of the seller, as well as the details of the invoice. Through a banking application selected by the buyer, the QR code is scanned and the invoice and account details of the seller are displayed in the application. In any case, the buyer will also be shown the exact value that it costs to complete this transaction.

By selecting one of the business accounts, the buyer confirms the payment using the corresponding option. After making the payment, through the banking channels of interaction, the payment confirmation will come from the receiving bank. Upon receiving the confirmation from the host bank, e-albania informs the electronic tax system. The tax system considers this invoice completed, and does not allow another payment to be made for this invoice, in order to avoid technical errors.

The fund made available for the implementation of this project is in the amount of 12,400,000 ALL.

Through this decision, it will be possible to encourage and include startups in the financial sector, where the main goal is to reduce the cost of digital transactions for citizens and businesses.

It will ensure the increase of benefits for customers, making it possible to promote new services, reduce the costs of use, improve the experience in using financial services.

It will also make it possible to promote competition by increasing the number of actors in the financial field, while it will also ensure increased access to financial services to promote the use of innovative products by non-accessible groups.

Another important objective is to increase innovation in the financial sector by facilitating alternative ways of interacting with applications and new payment modules in t
