With Normative Act No. 3 date 12.03.2022 changes to the 2022 Budget plan were adopted, as a result of the Social Resistance Package, as part of rising prices and the economic crisis caused by the war between Russia and Ukraine.
In the amended budget plan, total spending is about 647.7 billion dollars, marking a 10 billion lek increase from the original approved plan of 637.7 billion dollars. The amended income plan results in 546.8 billion leks, marking an increase of 10 billion dollars from the original approved plan of 536.8 billion dollars.
Current spending is planned at a decrease of 5.8 billion dollars. Capital expenditures of about 9.95 billion dollars are also planned.
These spending cuts come to subsidise the price of energy, which in other voices marks increases with 20 billion "budget support" money.
So the government is continuing to support a sector that has been problematic for years and with numerous obligations adding to the risk in increasing public debt.
At the end of 2021 alone, our state has vouched through the guarantee tool for a full 152m euros borrowed from public energy companies, even though the obligations of this sector increase from day to day.
Not to talk here about the mismanagement of all the resources of our country, for which God blessed us but condemned us "Rama".
Before the government decides to guarantee itself under such conditions it could review payments and concessionary contracts, or the luxury expenses of its government cabinet.
With the Social Resistance Package the Rama government is not helping the people at all, but themselves. Not only that, but it is passing on the cost of the crisis completely to individuals.
Suffice to mention the fact that while an entire world is reviewing VAT on consumer goods, the basic basket of food, the Albanian government insists otherwise.
Not only is our prime minister not taking any measures, but declaring the social resistance package as a victory, which it would be better to call the social shock package.
He expects to raise income from taxes on consumption as a result of the increase in the price in exports, he forgets that he weighs the costs of consumption even of 20% VAT on the basic increased price. At a time when Albania is among the few countries that does not apply any discounts and results among the countries with the highest rate in the Balkans and not only.
If only Macedonia's example had followed, which lowered VAT for basic products from 5 to 0%.

yes, of course not. The Rama government does not follow good examples, because the Rama government has no intention of helping consumers. He's aiming to help himself!
