"Any individual who throws, buries, burns, abandons, deposits or destroys waste in an uncontrolled form will be fined". The Ministry of Tourism and Environment has proposed changes to the law "On integrated waste management", adding for the first time the term "individual" for legal violations committed in the direction of waste. Also, the draft law issued for public consultation provides for an increase in the amount of fines for administrative offenses for integrated waste management by 30% of the value of the fine. For citizens, all actions that contradict the legal provisions for throwing, burying, burning, abandoning or uncontrolled disposal will be punished with fines from 65,000 to 130,000 ALL. For subjects, these administrative measures will be 10 times higher, ranging from 650,000 to 1,300,000 ALL.
At the same time, as it is foreseen in several drafts released for public consultation recently, related to the violations for the pollution caused in the environment, in this case too the fine will be an executive title, where upon completion of the review of the administrative appeal, the office of enforcement for its execution. This measure aims to bypass court appeal procedures, increasing their collection.
In the accompanying report, the ministry argues the involvement of citizens with the request for the commitment of everyone to ensure the integrated management of waste and the elimination of their mismanagement.
