Department of Agriculture: The budget supports sustainable development. KASH

"The budget of the Ministry of Agriculture and Rural Development for 2024 supports the construction of a sustainable future for Albanian agriculture". This is what the minister of this institution, Anila Denaj claims, who emphasizes that the 2024 budget for Agriculture addresses a fund of 14.18 billion ALL and supports 9 development programs in all its sectors.

"We will implement our programs for: Salary increase; Expanding the map of exports for agriculture, livestock and fishing; Improvement of the Irrigation-Drainage infrastructure;

Strengthening food security; Increasing Funding from the National Support Scheme;

Sustainable management of agricultural lands through digitalization; Advising and increasing assistance for farmers", Minister Denaj said in a post on social networks.

But what do farmers really think?

The Albanian Agribusiness Council, which represents the interests of farmers, has an insufficient budget.

According to the assessment of the situation from the ground, KASH predicts that the shortcomings of the spending program will negatively affect the development of rural areas in several main directions, such as the loss of competitiveness of agricultural and livestock products, the increase in prices for consumers, the increase in costs for farmers relative to imported goods, lower support for the oil scheme as well as further encouraging depopulation and movement of the active workforce from rural areas.

For this reason, the Albanian Agribusiness Council suggests to the Parliament that in the 2024 expenditure budget for the Ministry of Agriculture, a minimum of 9.45 billion lek or 90 million euros should be added, of which 500 million lek should go to the irrigation and drainage infrastructure; 6.5 billion ALL for rural development; 2 billion ALL for food security and 500 million ALL for supporting fishing and aquaculture.

According to KASH, additional funds are needed to meet the minimum needs of the institutional obligations that the Ministry of Agriculture has towards the private sector, but also the negative consequences that come to the sector from several factors such as the freezing of procedures for the disbursement of IPARD III funds; inflation and the unfavorable conjuncture of import-export prices in the international market; Consequences of wars and negative consequences from worsening atmospheric conditions.
