The total number of construction permits in Albania during the year 2023 was recorded at 1,602, marking an increase of 13%, compared to the year 2022. According to the data referred to the "Institute of Statistics" this figure is the highest since 2011 , which recorded 1,604 building permits.
Meanwhile, referring to the analysis of "Scan Intel", the figure of 2023 is about 77% lower than that of the historical record of 1996, where 6,835 construction permits were registered. We emphasize that the official figures for this indicator start from 1995 and according to them it results that from 1995 until 2023 more than 51 thousand building permits were granted in our country, for a total area of about 46.4 million square meters.
If we were to focus the analysis according to the surfaces, then we see that the year 2010 is in first place, with a full 3.4 million square meters of construction permits granted, followed by the year 2008, with 2.88 million square meters, the years 2003, 2005 and 2011, with from 2.7 million square meters.
If we focus on the last two years, we see that in 2023 the area of construction permits has decreased by 21%, compared to 2022. So in the last year with complete data, 2023, more were given building permit, but for a smaller area.
The official figures from INSTAT regarding the indicators of permits and area, according to the districts, start from 2005.
The data show that, from 2005 to 2023, i.e. in 18 years, only three counties have registered an increase in the number of construction permits. The Durrës region seems to have had the biggest "hit".
The increase in the number of construction permits in 2023 is about 380%, compared to 2005. This district in 2023 records the highest number of construction permits throughout all years, with 500 such. Meanwhile, the annual change for this region is 12.4%.
This increase in Durrës also comes as a result of the reconstruction from the 2019 earthquake. On the other hand, the other two counties with growth are Tirana and Lezha, with 14.1% and 50% respectively. Meanwhile, the largest decrease in the number of permits is in the district of Gjirokastra, which is definitely influenced by demographic factors.
If they were to talk about the change in the area of construction permits according to the districts, the data show that Dibra and Kukësi have registered the biggest increase, compared to 2005, even though they are the districts with the lowest values. Meanwhile, the area of construction permits in Tirana has decreased by 2.8% in 2023 compared to 2005 and decreased by 31.3% compared to 2022.
